Subject: Proposal to Provide Implementation and Monitoring Support for the City of Camarillo Sustainability Master Plan for Municipal Operations
Camarillo, California
Dear Ms. Glueckert D’Anna:

Rincon Consultants, Inc. (Rincon) is pleased to provide this proposal to support ongoing implementation and monitoring of the City of Camarillo Sustainability Master Plan for Municipal Operations (SMP). As part of this scope of work, Rincon will work with the City to implement priority actions and track and monitor the progress of the goals, measures, actions , and key performance indicators (KPIs) outlined in the SMP. As requested, this scope of work would be for the 2026 calendar year. Our intent is to develop a scope of work that supports the City’s needs and are open to refining the scope of work where requested. As currently drafted, the scope of work has been developed with multiple subtasks for the City to review and identify which are the most desirable at this t ime. Please reach out with any questions or desired revisions.

Scope of Work
The following section includes a detailed scope of work, followed by a proposed schedule, and cost.

Task 1 Quarterly Sustainability Meetings ($12,344)
With support from Rincon, the City established a team of Sustainability Coordinators to implement and track progress on the SMP in 2024 and hosted meetings through 2024 and 2025 to align with Action M-SL-1.2.1 As part of this task, Rincon will continue working with the City to host four quarterly meetings (e.g., March, June, September, and December) throughout the 2026 calendar year. Similar to the successful meeting structure in 2025, w e anticipate that the meeting s would be used to share information related to implementation, discuss challenges faced by the team, initiatives or tracking data required for the KPIs, and brainstorm solutions. The meetings will be designed such that each of the Sustainability Coordinators are encouraged to participate and contribute to the SMP 1 Action M-SL-1.2 states: Identify a Sustainability Coordinator from each of the City’s main departments and divisions. The Sustainability Coordinators will meet regularly for sustainability peer -to-peer information sharing sessions, to discuss challenges, brainstorm solutions, and track progress towards reaching the City’s climate and sustainability related key performance indicators. This team will serve as the key organizers for cross -departmental collaboration needed to implement sustainability goals, as well as community contac ts, and key researchers for emerging technologies, and best practices in sustainability.

Attachment A
City of Camarillo

City of Camarillo Sustainability Master Plan for Municipal Operations 2 implementation. We will facilitate a safe space for information sharing where we ask questions to prompt discussion and help the City identify solutions to any challenges or hurdles identified. As part of this task, Rincon will prepare agenda s, send reminder emails in advance, and send minutes following each meeting.

Assumptions
• Rincon will host four in-person meetings with Rincon’s Project Manager in attendance at each meeting. Additionally, up to one Rincon team member will attend virtually for meeting notes and support purposes.
• Each meeting would last up to two hours.
• The City would secure the location for the meeting and send out invitations to the team. • Any additional meetings could be attended on a time and materials basis, in accordance with our standard fee schedule (attached).

Deliverables
• Quarterly in-person meetings with agendas and minutes Task 2 Implementation Support
The Sustainability Coordinators are advancing a diverse range of initiatives, many of which require additional support and resources to achieve successful implementation. This task encompasses a series of subtasks designed to directly align with and reinforce the City’s sustainability goals. The primary focus is on actions identified as either “ongoing” or scheduled for completion in Phase 1.

Ongoing projects represent initiatives that are currently in progress or structured as multi -phased efforts, while Phase 1 projects have been prioritized by the City for completion by the end of 2026. In the 2024 SMP Report, certain actions were further prioritized; as a result, they have been incorporated into this task list where relevant. The Rincon team has concentrated efforts on ongoing and Phase 1 actions to maximize impact and maintain alignment with the City’s established timeline.

Task 2.1 CityScene Newsletter – Sustainability Section – Action M-SL-2.6 ($5,502) Starting in 2026, the Community Relations Division will dedicate a section of the City’s monthly digital CityScene Newsletter to sustainability . To support this initiative, Rincon has estimated time to draft monthly article blurbs (up to one paragraph in length) for the CityScene Newsletter related to sustainability at the City . These articles are anticipated to highlight current project achievements and/or upcoming projects that the City is pursuing. This could include highlighting the City’s electric fleet or other showcase projects to demonstrate how the SMP is being implemented and goals are being achieved. Rincon will work with the City’s Project Manager and Sustainability Coordinators to identify the projects and topics to be reported.

Assumptions
• Upon authorization to proceed, Rincon will create a draft schedule of newsletter articles based on the City’s projected milestones throughout the year on the SMP and will present the schedule to the City’s Project Manager and Sustainability Coordinators to confirm the approach. The intent is to develop a timeline outlining when information will be posted so the appropriate City staff can review and vet the materials in advance of the posting.

City of Camarillo
Proposal to Provide Monitoring Support for the
City of Camarillo Sustainability Master Plan for Municipal Operations 3 • Draft article blurbs will be provided for posting on social media. Once a consolidated set of reviews has been provided by City staff on each article, Rincon will prepare final versions. • Graphics for the articles will be provided by City staff.

Deliverables
• Draft and final articles for City newsletter (12 total) Task 2.2 Human Resources Support –M-EB-1.5 and M-SL-4.6 During the 2024 and 2025 calendar year s, Rincon provided support as requested to the Human Resources Team including providing high-level reviews of draft updated employee commute programs, preparing a list of LinkedIn learning courses that would support education around sustainability, and compiling information on bike to work events that the City could implement. These initiatives supported Actions M-EB-1.3,2 M-EB-1.5,3 and M-SL-4.64 which are still being implemented. It is anticipated that the need for this support will continue in 2026 and Rincon has budgeted time to specifically support the Human Resources-led initiatives. As part of this task, we will complete the following subtasks.

Task 2.2.1 Bike-to-Work Roll Out – Action M-EB-1.5 ($5,200) Each May, jurisdictions across California, including many throughout Ventura County, participate in bike-to-work events. These events provide a catalyst for mode shift, build community amongst coworkers as well as between the City and local businesses, imp rove health, and reduce emissions from vehicle trips. Based on preliminary conversations with City staff, Rincon recognizes that there may be hurdles associated with hosting a bike-to-work event and we will work with the City to identify and implement solutions to overcome these. The specific concerns that have been identified include distance required to travel to/from home and the office, time of day travel occurs (e.g., potentially after dark), lack of knowledge on safe pathways, and general interest in such a program. To support implementation of a bike -to-work program in 2026 during the month of May specifically, Rincon will complete the following:
• Prepare a digital flyer that can be printed and posted on City bulletin boards highlighting employee bike to work events.
• Compile and share metrics on participation in bike -to-work and other sustainability events to track progress toward action items.
• Identify and work with bicycle shops in the area that may be available to provide tune -ups for staff who ride their bikes to work during bike-to-work events. 2 Action M-EB-1.3 states: Develop a remote work policy that encourages and educates municipal office employees, as appropriate, to work from home one or two days a week and includes alternative work schedules where feasible. 3 Action M-EB-1.5 states: Promote and encourage employee participation in regional and national bike-to-work days/months. 4 Action M-SL-4.6 states: Identify an existing clear and concise Sustainability Training course and enroll all City staff annually. Additional materials could be incorporated into the training course, as applicable, including:
· Information on how to prepare requests for proposals and review proposal solicitations for the required sustainability criterion established as part of Action SL-5.1.
· Current best practices for climate resilience.
· Benefits of renewable energy generation and energy storage. · Appropriate waste management and disposal methods.
· Indoor and outdoor water reduction measures.

City of Camarillo
Proposal to Provide Monitoring Support for the
City of Camarillo Sustainability Master Plan for Municipal Operations 4 • Develop a calendar of sustainability-focused employee engagement activities, including Earth Day and alternative commute challenges.
• Create a resource guide for employees on sustainable commuting options, including carpooling, transit incentives, and bike safety tips.
• Create up to three maps of bikeable options that would allow City staff to take short trips at lunch time for wellness or to visit local parks and/or other resources such as commercial centers. The different maps would represent different City -owned buildings such as City Hall and the Corp Yard.
• Explore partnerships with local organizations to expand incentives for sustainable commuting and wellness initiatives (e.g., local bike shops, gyms, etc.).

Assumptions
• Rincon will work with the Human Resources Team to implement an employee bike -to-work event for 2026 and track participation.
• The map will show three starting locations (e.g., City -owned facilities), which would be determined through conversations with City staff.
• Prior to reaching out to local organizations and/or bike shops, Rincon will provide a list of recommendations to the City for review and feedback. Once approved, the Rincon Team will reach out on behalf of the City to identify and begin building potential partnerships. • The City will provide one set of consolidated comments on all deliverables.

Deliverables
• Draft and final digital flyer
• Draft and final set of maps (up to three)
• Summary memorandum outlining bike-to-work participation and success • Draft and final calendar of sustainability-focused employee engagement activities Task 2.2.2 Sustainability Training and Onboarding Support – Action M-SL-4.6 ($5,111) In 2026, the City of Camarillo intends to roll out new sustainability training and onboarding programs. To initiate this process, the Rincon Team identified a list of potential LinkedIn Learning courses that the City could incorporate into regular training, including sector specific topics, where available. To further enhance the sustainability training program, the City has requested that Rincon support with preparation of a short video outlining specifically what sustainability means to the City and how progress is being implemented, monitored, and tracked. We anticipate that this task will include the following components:

1. Drafting a detailed storyboard and script that explains what sustainability means to the City, why it matters, and how progress is tracked and reported.

2. Identifying key sustainability initiatives and visuals to feature in the video including what the City would like to highlight from the SMP as well as sustainability in action at the City (e.g., electric vehicle use, paperless timesheet submission, reusable water bottles/mugs, energy- efficient facilities).

City of Camarillo
Proposal to Provide Monitoring Support for the
City of Camarillo Sustainability Master Plan for Municipal Operations 5 Assumptions
• The City’s film crew will work with City staff and utilize the script drafted by Rincon to prepare the video.
• All onsite filming and post-production editing would be completed by the City’s film crew. • The City will provide one set of consolidated comments on all deliverables.

Deliverables
• Draft and final storyboard and script
Task 2.3 Grant Identification and Tracking Support – Actions M-SL-1.4, M-SL-3.4, and M-SL-4.7 ($7,232)
Action M-SL-1.4 included in the SMP aims to continue to dedicate staff time and resources to explore and secure funding for sustainability and climate action through state, federal, and philanthropic sources of funding, while Action M-SL-3.4 aims to work with partner agencies to identify and apply for grants that promote multi -jurisdictional collaboration (see Task 2.5 on promoting multi -jurisdictional collaboration). Additionally, Action M -SL-4.7 aims to identify and apply for grant opportunities to support employee sustainability initiatives . During the 2025 calendar year, Rincon provided grant writing and review support for the Clean Power Alliance’s (CPA) Innovation Fund Round 2 grant program.5 In the 202 6 calendar year, we anticipate that the funding landscape will become increasingly competitive as multiple entities aim to secure the same limited funding. Therefore, we have estimated time to provide grant research and writing support. We anticipate working with the City to identify up to three highest priority projects to secure funding for and then identifying possible grant programs that might support implementation. The list of projects could be identified during the first quarterly Sustainability Coordinator meeting where each team member is invited to bring a project idea to the broader group for recommendation. It is anticipated that the ideas recommended by the team will be summarized by Rincon and a prioritized list will be provided to the Project Manager to review and narrow down the total to up to three projects (e.g., fleet electrification, off-road equipment electrification, SB 1383 implementation and support, etc.) with the City Manager. Once the list of three priority projects that require funding have been identified, Rincon will prepare a spreadsheet of potential grant opportunities as well as the timelines that they are available. The spreadsheet will be provided to City staff for review and if desired, Rincon can provide grant writing support on a time and materials basis as each grant has specific requirements and will require different levels of support.

Assumptions
• Rincon will work with the SMP Project Manager and Sustainability Coordinators to identify a list of top three priority projects that require additional funds and prepare a list of funding sources for the identified projects.
• Rincon can provide grant writing support on a time and materials basis as each grant has specific requirements and will require different levels of support. 5 Applications were due to the CPA for the Innovation Fund Round 2 on October 8, and information on the final award notifications have not been released yet.

City of Camarillo
Proposal to Provide Monitoring Support for the
City of Camarillo Sustainability Master Plan for Municipal Operations 6 Deliverables
• Identification of grant programs for top three priority projects Task 2.4 Multi-Jurisdictional Coordination – Actions M-SL-3.1, M-SL-3.2, M-SL-3.3, and M-SL-3.4 ($7,512)
All the actions included in the SMP under Measure SL-3 (Actions M-SL-3.1, M-SL-3.2, M-SL-3.3, and M-SL-3.4) aim to increase jurisdictional partnerships.
• Action M-SL-3.1: Participate in opportunities to share resources related to sustainability with the surrounding jurisdictions.
• Action M -SL-3.2: Partner with Ventura County and surrounding jurisdictions to identify opportunities to work collaboratively on climate change initiatives that extend beyond the Camarillo municipal boundary, for example, installing bike lanes along Lewis Road from the City to CSUCI.
• Action: M -SL-3.3: D esignate an existing staff member to act as a liaison to initiate the collaboration process between the surrounding jurisdictions. • Action M-SL-3.4: Work with the partner agencies (e.g., surrounding cities, CSUCI) to identify and apply for grants that promote multi -jurisdictional collaboration around sustainability and climate action. (See Task 2.4 for information on grant funding and research) Rincon works closely with jurisdictions throughout the County and has allocated 24 hours (two hours per month) to meet with staff and potential project partners from surrounding jurisdictions and organizations on behalf of the City of Camarillo to move initiatives forward.

Assumptions
• Rincon has budgeted 24 hours (two hours per month) for this task to meet with City staff from surrounding jurisdictions on specific project initiatives and/or participate in regional meetings. • Rincon will provide meeting notes including the purpose of each event, meeting attendees, and action items/next steps after each meeting.

Deliverables
• Participation in at least one meeting per month with a jurisdiction as identified by the City project team to move projects forward and meeting agenda/notes
Task 2.5 Programmatic Support ($14,562)
Rincon recognizes that there are multiple additional actions that have been identified as priorities by City staff in which additional needs may be identified during the year. These actions include Actions M-SL-1.3, M-SL-2.4, M-SL-2.5, M-SL-4.3, M-SL-4.5, M-SL-6.2, M-SL-6.3, M-SL-BE-3.5, M-TR-1.1, M-TR-

1.2, M -TR-1.3, M -TR-1.6, M -TR-2.2, M -EB-2.2, and M -EB-2.5. Therefore, we have budgeted an additional 58 hours to provide support as requested throughout the year by Sustainability Coordinators. Rincon will tr ack this time closely and provide regular updates to the City’s Project City of Camarillo
Proposal to Provide Monitoring Support for the
City of Camarillo Sustainability Master Plan for Municipal Operations 7 Manager on budget status and overall work products, which are expected to be determined with the Sustainability Coordinators as needed.

Assumptions
• Rincon has budgeted up to 58 hours to provide additional support as requested throughout the 2026 calendar year.

Deliverables
• Specific deliverables will be determined in coordination with Sustainability Coordinators throughout the project duration.

Task 3 Annual Reporting
As part of the SMP, the City included an Implementation and Monitoring section that detailed the importance of providing regular implementation reports and presenting them to City Council, as well as publishing them on the City’s website.

Task 3.1 Annual Report ($10,028)
After the final quarterly meeting, Rincon will prepare a succinct report that will be presented to the City Council summarizing the progress made and the remaining actions that need to be implemented in Phase 1. The report will be developed to align with the format of the 2024 Status Report and summarize the achievements over the previous fiscal year.6 Assumptions
• The City will provide a consolidated set of comments on the draft report. • The draft SMP annual report will be provided to the City for review in Microsoft Word and once reviewed and the language has been approved, Rincon will input the draft into the InDesign template.

Deliverables
• Draft and Final SMP annual report
Task 3.2 City Council Presentation ($2,940)
Rincon’s Project Manager will attend one in-person City Council meeting to present the results of the SMP implementation progress that occurred over the previous year. For this task, Rincon has budgeted time for the Project Manager to travel to and from, prepare for, and attend t he meeting. We assume that the meeting will last no more than three hours and a presentation will be prepared by Rincon.

Assumptions
• The presentation is anticipated to be up to 15 slides. 6 The City of Camarillo updated the reporting cycle from calendar year to fiscal year in 2025 to more closely align with City budgeting timeframes
City of Camarillo
Proposal to Provide Monitoring Support for the
City of Camarillo Sustainability Master Plan for Municipal Operations 8 • The City will provide one consolidated set of comments on the draft presentation which will be incorporated into a final presentation.
• The Project Manager will attend the in-person meeting. • The City Council meeting is anticipated to last no more than three hours in length. If the meeting requires additional time, attendance will be completed on a time and materials basis, in accordance with our standard fee schedule (attached).

Deliverables
• Draft and Final PPT Presentation
• Attendance of Rincon’s Project Manager at an in-person City Council meeting Task 4 Project Management ($9,345)
Rincon takes pride in producing quality work and achieving an exceptional level of client satisfaction.

To achieve this, Rincon employs standard project management and quality control methods that include: written project assignments, monthly project progress meetings, project control using Microsoft® Excel and Microsoft® Project software, peer review of all technical sections, technical editing of all documents, an d principal review of all major deliverables. The Project Manager is responsible for the over all quality of the work effort and maintaining the schedule. Once the work product has been completed by a team member it undergoes peer review by the Project Manager.

After corrections, the Principal -in-Charge reviews the final product for quality control before it is provided to our technical editing team for editorial review, and then our administrative staff for publication. As part of the review, documents are checked against the prior established expectations and requirements of the work scope. Docume nts are also checked for specific formatting and other requirements using a formal Quality Assurance/Quality Control (QA/QC) checklist by the Publishing staff used to ensure that the final delivered product meets expectations. Throughout the length of the project, Rincon’s Project Manager, Hannah Mize, will be responsible for coordinating communication with the City’s Project Manager, which would include hosting virtual monthly project check-in meetings.

We assume that the month ly meetings would be used to discuss the status of the project with the project management team as well as provide an opportunity for Rincon to meet with staff from different departments to discuss the status of existing initiatives, review and refine the sustainability goals, and home in on the specific programs and initiatives that will be implemented in the future to reach the City’s municipal sustainability goals. Additionally, as part of this task, Rincon will provide monthly status updates with invoices summarizing the work completed over the previous month. This summary will include a brief explanation of the tasks that were carried out as well as a summary of the hours spent on the project.

Assumptions
• The project schedule is anticipated to last through 202 6; therefore, assuming a contract execution in mid-March, the project timeline would be approximately ten months. • Monthly team meetings would occur virtually and would last up to thirty minutes in length.

Deliverables
• Meeting agendas
• Monthly invoice and summary of work billed
