Camarillo City Council

AGENDA REPORT
Date: February 25, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Central Avenue Bike Lane (Project No. ST-5102) – Adopt a Resolution Approving the Mitigated Negative Declaration and Mitigation Monitoring Reporting Plan

BACKGROUND
The Central Avenue Bike Lane – Project No. ST-5102 (Project), currently in design, involves constructing new Class II bike lanes on both sides of Central Avenue starting near the Highway 101 interchange and continuing northwest toward Camarillo City limits for approximately 1,700 feet as shown on the Location Map (Attachment 1). The Project will fill a missing gap on Central Avenue from the existing unincorporated Ventura County bike lanes that end at the Camarillo City limits to a connection with the new Springville Bike Path. The new Springville Bike Path from Central Avenue to Springville Drive was recently constructed as part of the new residential development located just west of the Springville Drive and Ponderosa Drive intersection.

On September 28, 2022, City Council approved a Professional Services Agreement with Galvin Preservation Associates Inc. dba GPA Consulting (GPA) to provide environmental services for the Project.

City staff along with the environmental consultant, GPA, have prepared a Mitigated Negative Declaration (MND) for the subject Project in accordance with the California Environmental Quality Act (CEQA) and the City’s CEQA Environmental Guidelines to evaluate potential environmental impacts. The Project is federally funded, therefore staff and GPA are concurrently coordinating evaluation for a Categorical Exclusion (CE) under the federal National Environmental Policy Act (NEPA), with Caltrans serving as the lead agency for the review. NEPA approval is coordinated separately through Caltrans and federal funding grant guidelines and does not require City Council approval.

DISCUSSION
A notice was published on September 20, 2025, in the local newspaper and mailed to adjoining properties within a 600-foot radius advising the public of a 30-day public review period for the MND in accordance with the City’s public notification requirements. The notice included details of the proposed Project and availability of the MND for review. The MND and Notice of Intent to Adopt were also posted at the Ventura County Clerk, on the City website, at the site location and sent to other state and local agencies that may have an interest in the proposed Project.

During the 30-day public review period, the City received five (5) written public comment letters regarding the proposed Project. The comment letters from Ventura County Watershed Protection District, Ventura County Roads & Transportation, Ventura County Air Pollution Control District, and Caltrans outlined typical regulatory permit requirements and requested project coordination. The City agreed to coordinate with the respective agencies during final design and construction. The Los Angeles Regional Water Quality Control Board commented on potential impacts to waterways in the area. The City noted the comments and design revisions were implemented to remove or make the impacts not significant.

Findings of No Significant Effect on the Environment
The MND has determined that the Project will not result in significant effects on the environment with standard engineering design, plan checking, and construction control procedures. To reduce the potential for adverse effects related to construction of the Project, appropriate mitigation activities will be incorporated into the final design and specifications for the Project. Therefore, staff is recommending City Council adopt a Resolution approving the MND and the Mitigation Monitoring Reporting Plan for the Project (Attachment 2).

FISCAL IMPACT
There is no fiscal impact as a result of this action.

RECOMMENDATION
Adopt a Resolution approving the Mitigated Negative Declaration and the Mitigation Monitoring Reporting Plan for Central Avenue Bike Lane (Project No. ST-5102).
