Camarillo City Council
AGENDA REPORT
Date: February 25, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Award CC Agreement No 2026-12 for Concrete Sidewalk and Building Pressure Washing Services
BACKGROUND
The City performs routine maintenance and cleaning, including pressure washing, of sidewalks, building awnings, and solar panels at City Hall, Constitution Park, Camarillo Public Library, Camarillo Ranch House, and the Corporation Yard. These services support safety, cleanliness, and preservation of City facilities.
On January 12, 2026, a Notice Inviting Bids (NIB) was advertised for Concrete Sidewalk and Building Pressure Washing Services (AS-2025-4). The solicitation was issued to establish a maintenance contract for a three-year term, with an option to extend services for up to two additional years.
DISCUSSION
Pressure washing services are performed on a recurring basis to maintain safe walking surfaces, remove debris and buildup that may create slip hazards, and preserve the appearance and condition of sidewalks, building surfaces, and solar infrastructure at City facilities. Establishing a multi-year maintenance contract allows services to be performed on a scheduled basis, provides consistent service levels across facilities, and reduces the need for individual procurements for routine maintenance work.
In accordance with City purchasing requirements, a Notice Inviting Bids was issued for Concrete Sidewalk and Building Pressure Washing Services (AS-2025-4). Bids were opened on January 26, 2026, and four bids were received. Bids were reviewed for responsiveness to the bid requirements, including completeness of submission, acknowledgment of addenda, compliance with insurance requirements, and verification of minimum qualifications and experience performing similar services. The apparent low bidder was determined to meet the requirements of the solicitation and is considered responsive and responsible.
