Camarillo City Council

AGENDA REPORT
Date: March 11, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Award Equipment Replacement for Specification No. AS-2025-11 BMW Motorcycles for the Police Department

BACKGROUND
Staff annually reviews and revises the vehicle and equipment replacement schedule based on the age, estimated life expectancy, mileage, and maintenance costs of each asset to ensure the city maintains a reliable and cost effective fleet. Vehicles and equipment are often kept in service past their scheduled replacement year when they remain safe, operable, and cost effective to maintain. Purchases are made for vehicles and equipment that are fuel efficient, cost-effective, operationally appropriate for the City needs, and available for purchase from manufacturers.

The City Council approved the acquisition of new and/or replacement vehicles and equipment with the adoption of the Fiscal Year 2025/26 Budget. This purchase is in addition to vehicles previously approved earlier in the fiscal year and reflects updated operational needs identified during the City’s ongoing fleet replacement review.

DISCUSSION
In accordance with the City’s Purchasing Policy staff solicited quotes for two 2026 model year BMW motorcycles from three Southern California BMW dealers to support the Camarillo Police Department Traffic Division’s enforcement operations and replace two patrol Chevy Tahoes currently used for traffic enforcement. CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports City Council’s Strategic Plan Goal and Objective 3.1 Enhance community safety through continued emphasis on support of law enforcement, expanded public awareness and educational programs.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that equipment purchases are not subject to CEQA review because it can be seen with certainty that there is no possibility that the equipment purchase will have a significant effect on the environment.

RECOMMENDATION

1. Find the purchase exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and

2. Authorize City Manager to execute the quote for AS-2025-11 from BMW Motorcycles of Ventura County in the amount of $81,364.89; and authorize a contingency up to $8,137 for a not to exceed total of $89,501.89; and

3. Authorize City Manager to execute future amendments as necessary up to the authorized contingency amount.
