Camarillo City Council

AGENDA REPORT
Date: March 11, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Bradley Calvert, Community Development Director Subject: 2025 General Plan Annual Progress Report

BACKGROUND
In accordance with Government Code section 65400, the City prepared the 2025 General Plan Annual Progress Report (“annual progress report”) to inform the California Department of Housing and Community Development (HCD), the Governor’s Office of Planning and Research (OPR), the City Council, the Planning Commission, as well as the public, of the status of the General Plan and the City’s achievements in implementing the various goals and objectives of the General Plan.

DISCUSSION
Government Code section 65400 requires the City to prepare an annual progress report on the status of the General Plan and progress in its implementation. State law requires that the General Plan cover the seven mandatory elements: 1) Land Use; 2) Open Space; 3) Conservation; 4) Housing; 5) Circulation; 6) Noise; and 7) Safety. Camarillo’s General Plan combines the Open Space and Conservation Elements into a single Element.

Additionally, recreation is a required topic to be addressed in the General Plan and is not mandated to be its own separate Element. However, recognized as a community priority, recreation is its own separate element in the Camarillo General Plan. Additionally, the Camarillo General Plan includes the optional Elements of Camarillo Urban Restriction Boundary (CURB) and Community Design.

As required by HCD, the annual progress report for the Housing Element provides a detailed status of the housing production activity relative to the City’s share of the 2021- 2029 Regional Housing Needs Assessment (RHNA) allocation. The City must use the forms and definitions adopted by HCD, which now tracks residential projects at all stages of development, from initial application to final Certificate of Occupancy. The attached annual progress report provides information for the 2025 calendar year and must be submitted separately to both HCD and OPR, on or before April 1, 2026.

The City is not required to produce the number of units per the RHNA allocation, rather, RHNA is used as a housing production goal. In 2025, measurable progress was made toward reaching this goal with 275 new housing units being built. 2021-2029 RHNA and Units Built
A major milestone this year was the adoption of the updated Safety Element in September 2025, which brings the General Plan into compliance with recent State mandates by integrating climate adaptation, hazard mitigation, and emergency preparedness strategies.

For reference and further detail, the following attachments accompany this report:

1. Attachment 1 provides the City’s 2025 General Plan Annual Progress Report, summarizing implementation of all General Plan elements throughout 2025, including RHNA progress and adoption of the updated Safety Element.

2. Attachment 2 includes the Housing Element supplemental materials required by HCD, including RHNA data tables and other measures for tracking housing.

3. Attachment 3 is the December 2025 Monthly Development Activity Report, highlighting active residential, commercial, and industrial projects citywide. This attachment provides detailed, project-level development that demonstrates how ongoing approvals align with the City’s housing and economic development goals.

In 2025, there were three commercial projects, one mixed-use project, and one housing project approved. Under construction were seven commercial/industrial projects and five residential projects.

Additionally, the City is actively engaged in a comprehensive General Plan Update, currently underway, which will modernize all elements of the General Plan, align local policy with State requirements, and provide a long-term vision that reflects the community’s evolving needs and priorities.

Camarillo’s General Plan was adopted in 1969, shortly after the City was incorporated.

Over the years, updates to individual elements have been made periodically but the Plan has never been comprehensively updated. Demographic and economic changes, the emergence of new technologies and new State laws are now triggering the need for a comprehensive General Plan Update. The time is right for residents to come together and define a shared vision for the future, clearly articulate goals and priorities, and for the City to put in place new policies that will guide growth and development over the next two decades.

On July 9, 2025, the City entered into a Professional Services Agreement with Dyett & Bhatia Urban and Regional Planners to prepare a comprehensive update to the General Plan. This effort is anticipated to be completed in the Fall of 2027 and involves four key phases:
Phase 1 focuses on identifying issues and opportunities to address in updating the General Plan and will result in Guiding Principles that describe Camarillo’s shared values and the community’s vision for the future.
Phase 2 will explore different options for achieving the vision described by the Guiding Principles. Several different alternatives for land use and circulation will be evaluated and a preferred land use plan and key strategies to guide the General Plan Update will be identified, based on extensive community engagement. Phase 3 involves the creation of a draft general plan based on the vision, land use plan, and key strategies from prior phases. This phase also involves completion of an environmental impact report.
Phase 4 involves public review of the draft documents and formal hearings before the Planning Commission and City Council prior to adoption of the 2050 General Plan.

Staff have since initiated citywide outreach efforts, including attending various community events, holding the first General Plan Advisory Committee (GPAC) meeting on February 26, 2026, conducting stakeholder interviews with the City Council, and launching a community photo contest. A General Plan update core team, comprised of representatives from each City department, meets monthly to provide input throughout all phases of the update. Throughout early 2026, staff will continue outreach efforts, including launching a teen video project and host a community workshop.

This report was received and filed by the Planning Commission on February 17, 2026.

There was no discussion regarding this item.
