N. Automated License Plate Readers ( LPR)
Police Department Commander Tennessen provided an update on the Ventura County Sheriff’s Office ( VCSO) use of Automated License Plate Readers ( ALPR) leased from Flock Safety. He reported that an audit conducted in Spring 2025 found that images captured by the ALPRs were accessible to out- of-state law enforcement agencies. Flock Safety has since implemented safeguards to prevent this from occurring again. VCSO Staff have implemented actions to conduct their own daily audits and are currently evaluating alternative ALPR vendors that can offer strong data security and analytical capabilities.
The Council expressed support for the use of ALPRs to enhance community safety and assist law enforcement in addressing crime, while emphasizing that the program must comply with state law. They recommended a critical evaluation of other potential vendors to avoid similar issues in the future.
