SUBJECT: CITIZEN TRANSPORTATION ADVISORY COMMITTEE –
ANNUAL REPORT/MAJOR TOPICS
Ms. Jaquez,
Thank you for entrusting Bev and I to serve on the Citizen’s Transportation Advisory Committee representing the City of Camarillo and our community interests. CTAC/SSTAC meets on a quarterly basis acting in an advisory capacity to the Ventura County Transportation Commission regarding Unmet Transit Needs. The following list covers major topics and/or projects discussed in 2025.
All 2025 meetings were held in-person at the County of Ventura Government Center.
• January 14, 2025: The committee approved the FY25-26 Unmet Transit Needs definitions and schedule. Staff and consultant Fehr & Peers presented an update on the Short Range Transit Plan (SRTP) and Paratransit Integration Analysis, including goals, components, timeline, travel markets, and preliminary findings. Staff also summarized the FY2024 Section 5310, JARC, and Access for All call for projects, including funding availability, applications received, funded projects, and next steps. Due to low turnout at the January meeting, the election of the Committee Chair and Vice-Chair was deferred to April. Additional discussion included recruiting new committee members and continuing outreach and coordination with stakeholders and city councils as the SRTP progresses.
• April 8, 2025: The CTAC/SSTAC elected Marissa Rodriguez, representing the City of Fillmore, to serve as the Committee Chair. Miranda Patton was elected Vice Chair. Staff recommended approval of the FY2025/26 Transportation Development Act Unmet Transit Needs findings highlighting public comments that emphasized desires for more connected, frequent, accessible service with extended evening and Sunday hours but recommended that no unmet transit needs were “reasonable to meet”. The SRTP update continued with staff reports on ongoing SRTP work and the Paratransit Integration Analysis; discussions reflected outreach results showing demand for later service hours and the importance of integrating demand-response and fixed-route planning.
• June 10, 2025: Staff updated the committee on the SRTP/Paratransit Integration Analysis, outreach phases, planned Dial-A-Ride simulations, a fare study, and concerns about ADA vehicle availability after 7:00 p.m. Staff also reported on an ADA operator training workshop and a three-year ADA paratransit certification contract with MMP.
Updates were given on a countywide bus stop inventory, REAP-funded infrastructure improvements, and the Tap2Ride open-loop payment rollout beginning on VCTC Intercity.
• September 9, 2025: The September agenda focused on a presentation on bike safety and e-bike tips, and approved the FY 26-27 Transportation Development Act Unmet Transit Needs definitions and schedule. Staff also provided updates on the 2025-2034 Short Range Transit Plan and Demand-Response integration (with upcoming outreach and ADA paratransit survey), the Tap2Ride countywide technology and fare-capping project, and a countywide transit stops and station needs assessment (data collection through June 2026)
Bev and I encourage City of Camarillo staff to actively attend and participate at the quarterly CTAC/SSTAC meetings. Many other cities and transit operators in the County consistently attend and provide valuable updates and seek input on activities, fare increases, route changes, new programs, etc. Active participation from our City staff will not only ensure that we remain informed about regional developments but also allow us to advocate effectively for the needs of our community.
We appreciate the City’s confidence in us to continue being advocates for the residents of Camarillo.
Respectfully submitted,
Miranda Patton & Bev Dransfeldt
