DISCUSSION - CITY COUNCIL
P. Mobilehome Land Rent Stabilization Ordinance (City)
Senior Planner Fowler delivered a PowerPoint presentation outlining the background of the Mobilehome Land Rent Stabilization Ordinance. City Attorney Richman and staff responded to clarifying questions from the City Council.

The following people addressed the Council and provided public testimony on this item: Spencer Richey, Laura Rivera, Kris Hill, Jared Gonzales, Ed Bluemenstock, Zuset Marroquin, and Devo Brown.

Councilmember Martinez-Bravo stated that the Ad Hoc Committee, incorporating input from both tenants and park owners, developed an Ordinance that is fair and balanced. She indicated the proposed protections provide stability and predictability for residents while allowing park owners to maintain a fair rate of return. She expressed support for the ordinance, including waiving the cap upon transfer of home ownership to blood relatives.

Councilmember Santangelo stated that the proposed ordinance reflects extensive Ad Hoc Committee work with staff, park owners, and residents to balance competing interests. While noting her concerns with rent control, she supports adopting a rent stabilization ordinance for mobilehome parks due to their unique structure, emphasizing that rising space rents can erode home equity and disproportionately impact seniors and fixed-income residents, particularly given Camarillo's comparatively high rents.

Councilmember Kildee highlighted the need for further analysis of the proposed rate structure, including the 6% cap on rent increases at vacancy, flexibility in establishing anniversary dates for increases, impacts on long-term leases, vacancy control provisions, and limitations on eligible family member transfers.

Councilmember Trembley stated that while he supports limited protections for mobilehome residents, he could not support the ordinance in its current form, citing the vacancy control provisions as a major flaw, concerns that the ordinance is more restrictive than those in the City of Los Angeles and Thousand Oaks and instead mirrors the stricter approach used by Ventura, and that the proposed 6% cap and reliance on CPI do not reflect economic realities for park owners.

Councilmembers Kildee and Trembley with agreement from the Mayor, supported returning the ordinance to the Ad Hoc Committee to remove or revise vacancy control provisions, evaluate alternative models used in Los Angeles and Thousand Oaks, further analyze treatment of transfers to blood relatives, and address issues related to anniversary dates and overall balance in the ordinance.

CLOSED SESSION REPORT
City Attorney Richman indicated there was no reportable action from the Closed Session.
