AGENDA REPORT

To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Agreement with U.S. Department of Transportation Federal Highway Administration for Safe Streets and Roads for All Grant
BACKGROUND
The Local Road Safety Plan (LRSP) Program is a federally supported initiative administered through the Federal Highway Administration (FHWA) that assists local agencies in developing data-driven strategies to improve roadway safety. The program encourages jurisdictions to analyze collision data, identify high-risk roadway locations, and develop targeted safety countermeasures to reduce traffic-related fatalities and serious injuries.
The LRSP serves as a proactive planning tool that enables local agencies to systematically evaluate roadway safety conditions and prioritize improvements. The City's existing LRSP was completed in 2022 and is required to be updated and validated at least every five years. Development of an updated LRSP also helps position the City to pursue future state and federal transportation safety funding opportunities.
DISCUSSION
The City has been awarded $160,000 in Safe Streets and Roads for All (SS4A) FHWA grant funding to update the Citywide LRSP. The updated LRSP will provide a comprehensive framework to identify, prioritize, and address transportation safety risks throughout the City. The LRSP will also examine mobility safety improvements including pedestrian and bicycle infrastructure enhancements.
The LRSP will evaluate existing collision data, roadway conditions, and traffic patterns to identify areas with elevated safety risks. Based on this analysis, the LRSP will recommend strategies and countermeasures that may include pedestrian crossing enhancements, bicycle safety improvements, traffic calming measures, and intersection safety improvements.

The updated LRSP will help the City prioritize safety improvements and strengthen its competitiveness for future safety-related grant funding.
Staff will solicit consultant services for development of the LRSP through a Request for Proposals (RFP) process, with contract award at a future City Council meeting following consultant selection. The estimated total cost of the LRSP update is $200,000, which includes a City grant match of 20%, or $40,000.
Staff recommends that the City Council authorize the City Manager, or his designee, to execute the required SS4A grant agreement with the U.S. Department of Transportation and all related documents necessary to implement the LRSP update.
