Comments Dear City Council Members,
Thank you for your service to our city.
I am writing as a homeowner at Camarillo Mobile Estates. I respectfully ask you to vote yes on the current rent stabilization ordinance and to keep vacancy control in it.
This well written ordinance mentions protecting the park owners’ fair return on investment 12 times. It doesn’t mention protecting a fair return for the homeowners even once. Vacancy control is the one element in this ordinance which does protect the equity in our homes.
For people like me, a mobile home is not just a place to live. It is often our biggest investment, and in many cases it represents years of savings, hard work, and hope for some financial security. When space rents become too high, it does real damage to that security.
1 As your staff report states, the rental rates in our park are roughly twice the county average. That makes it harder for homeowners to sell, because buyers are discouraged by the cost. Which, as your staff’s data show, is already happening in Camarillo. When buyers are unwilling to pay fair market value, the homeowner loses equity.
Vacancy control matters because it helps protect that equity and keeps our home values closer to those in neighboring communities. That protection is very important to residents who have invested so much in their homes.
Thank you for your time and your thoughtful consideration.
Respectfully,
Devo Brown
