Comments Greetings Honorable Mayor and City Council Members:

I am a resident of Camarillo Mobile Estates, and I attended the City Council meeting on March 25.  I would like to share my concerns and offer my support for the Rent Stabilization Ordinance now being considered by the council.

Rent Hikes: This ordinance will protect our most vulnerable residents — including seniors, veterans, and low-income families — from predatory and unaffordable rent hikes that threaten our ability to remain in our homes. Since 2020, space rent for homeowners at Camarillo Mobile Estates has increased 60% from $1,250 to $2,101.
-- We are asking for this ordinance to stabilize rent increases to near the COLA/CPI for current homeowners.

Home Equity: This ordinance will protect the equity that 500 1 homeowners have built in Camarillo's mobile home parks. The loss/reduction of our home equity is directly tied to vacancy control - the raising of land leases to a potential buyer. -- We are asking for this ordinance to protect our equity by limiting park owners raising the land rents exorbitantly to potential buyers during sales and transitions. This means that vacancy control is a priority for mobile home owners.
-- *Note: A change of occupancy (vacancy) adjustment for Ventura County parks is limited to no more than once every four years and no more than 15% of the average of existing space rents; and in Ventura City parks, rents do not go to market rate even when a new tenant moves in.

IPG Park Owner Comments: At the meeting, and in their prior feedback, IPG states that rent increases are in line with the CPI. -- Not true. Many homeowners in the IPG-owned parks had rent increase notices of 10% in late 2025. In 2016 rents were $900, in 2026 my own base land lease rent has increased to now $2101, taking all of my social security check. The bar chart presented at the March 25 meeting shows very decisively just how much IPG is gouging their residents with land rents.

Resolve This Issue - Pass this Ordinance:  The main sticking point for several of the council members (as I understand it) was the vacancy adjustment.
-- Change of occupancy adjustments (vacancy) allow the park owner to raise the land rent exorbitantly to potential buyers during sales and transitions.

Higher land rents at the time of sale turns away new buyers, leaving the selling homeowner stuck continuing to pay rent, many times for six to twelve months, lowering the price of the home again and again diminishing equity, in order to attract a new buyer. Several owners had to walk away from their home and one is currently living in his car. Current 2026 land rents are already up to $2100 a month, nearly triple the amount of many Ventura County mobile parks.

It's time for Camarillo to join Ventura County and Ventura City in implementing a fair and legal process to control unreasonable mobile home parks increases in our monthly rents and provide protection from exorbitant vacancy/turnover adjustments by park owners.  I ask that all council members support the mobile home land rent stabilization ordinance.

Respectfully,
☄ Diana Bradley
