"Fair Market Valuc"
IPG rented a vacated space, If 132 for $1400 per month last year in July 2025. Advertising for a "Tiny Home" or RV. See attached document "A".

Why did IPG rent this space for less than their new tenant rate of S20602
A vacant space rents for $1400 a month and a space with an existing home on it rents for $20602 Why? Shouldn't it be the opposite? Is $1400 the fair market value? IPG clearly thinks so.

IPG has the control. On a vacant space, IPG has nothing to take.

There is no homeowner that is at risk of losing their home, asset and potential equity if they cannot pay the rent or sell their home. If the homeowner cannot pay rent or sell, IPG evicts the tenant and owns the home. If the home doesn't sell, owners are forced to lower the price to offset the high space rent. In either scenario, the homeowner is at the mercy of IPG.

IPG advertised the space rent for what that thought was market rate.

On space 132, the prior tenant could not sell the home for $5000 and was forced to pay $10,000 to have his home removed hecanse he could no longer afford paying the rent.

2 High space rent (or lot rent) directly reduces mobile home resule value, creating an inverse relationship where higher monthly foes make the home less attractive to buyers.

As rents increase, the total cost of ownership rises, often fording sellers to lower home prices to keep them allordable and compettive.

Impact of High Space Rent on Mobile Home Value:

Decreased Buyer Pool: High lot rent reduces the affordability for potential buyers, Smiling the market and driving down prices.
• Inverse Relationship: Data indicates that as mobile home space rent increases, the market value of the home itself tends to decrease.

Reduced Appreciation: Untike tradisonal homes, mobile homes already face rapid depreciation; high rent spikes accelerate this loss, making it harder for owners to recover their investment.

High Carrying Costs: High rents can lead to higher tumover in parks, and in extreme cases, owners may be forced to sell at a loss due to rising. uncontrollable exponces.

Factors Influencing Rent-Induced Depreciation:

Investor Ownership: Corporate buyers or real estate investment trusts (REITs) often raise rents, which can decrease home values and increase financial strain on residents.

Lack of Rent Control: in areas without strict rent stabilization, landlords can caise rents, directly impacting the resale value of the homes in that community
Inability to Move: Moving a mobile home is cost-prohibitive, forcing owners to accept lower prices or pay the high rent
"Mobile homes are Not that Mobile"
Mobile homes built prior to June 1976 cannot be moved by law:

Mobile homes built after 1976 can apply for a permit, however it requires a rigorous inspection process (which most homes do not meet) and it's expensive.

Simply moving a home from Camarillo to Oxnard (less than 20 miles) can cost from S10,000-$35,000 or more for permits, insurance, disconnection/reconnection, site prep/ setup fees, reinstalling awnings and building new steps/porch.

In addition, most parks do not accept older homes and insurance carriers do not insure homes that have been moved from their original location.

CME has 135 mobile homes.
110 of these homes are from the 1970's. 25 homes are from the 1990's to 2025. 110 homes cannot be moved by law and 25 could potentially be moved, however they cannot be moved long distances, the entire process is expensive, time consuming and usually results in damage to the home. On top, loans are not available for a home that is going to be moved or has been moved.

Lastly, you cannot get hazard insurance on a home that has moved from its original location.

The entire process is lengthy and cost prohibitive.
