Camarillo City Council

AGENDA REPORT
Date: April 22, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Bradley Calvert, Director of Community Development Subject: Draft FY 2026/27 Community Development Block Grant Program Annual Action Plan

BACKGROUND
To receive Community Development Block Grant (CDBG) funds, the City must have an adopted five-year Consolidated Plan (Con Plan) that identifies the housing and community development needs and sets forth the goals and priorities for addressing those needs over a five-year planning period. The City’s adopted 2025-2029 Regional Consolidated Plan is in effect from July 1, 2025, to June 30, 2029.

In addition to the Consolidated Plan, each year the City must prepare and submit an Annual Action Plan (Action Plan) that describes how the City intends to spend the annual CDBG allocation to meet the needs and goals identified in the Con Plan. To receive an allocation for FY 2026/27, the Action Plan must be submitted to HUD within 60 days after the City has been notified of its annual allocation amount, but in no event later than August 16, 2026.

DISCUSSION
Anticipated Funding
HUD has not released the FY 2026/27 CDBG entitlement allocation in time for the 30- day public comment period or the public hearing. Per HUD’s direction, the City proceeded with the development of the FY 2026/27 Action Plan using estimates based on the FY 2025/26 entitlement allocation, which was $345,293.00. The CDBG program also has $49,803.23 in prior year unallocated funds which will be included in the Action Plan for a total estimated available funding of $395,096.23. When the actual allocation of FY 2026/27 CDBG funds is announced, the funding in the Action Plan will be revised based on a Contingency Plan which is Appendix C to the Action Plan.
