Camarillo City Council

AGENDA REPORT
Date: April 22, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Wendy Levy, Director of Human Resources
Subject: First Amendment to existing Professional Services Agreement with Morningstar Ventures

BACKGROUND
The City of Camarillo entered into an existing Professional Services Agreement 2025- 194 with Morningstar Ventures for coaching services. The agreement was originally administered by another City department under the City Manager’s signing authority.

Responsibility for administration of this agreement has since transitioned to the Human Resources Department, which will oversee coordination of services and monitor usage and costs.

DISCUSSION
Morningstar Ventures provides executive coaching services designed to support leadership development, organizational effectiveness, and succession planning. Services include executive coaching, team coaching, leadership development, and related assessment tools to strengthen leadership capability and organizational performance.

This item requests City Council approval of the First Amendment to the existing Professional Services Agreement to:
Formalize the Human Resources Department’s responsibility for administration of the agreement;
Extend the agreement term through April 22, 2029; and
Increase the total not-to-exceed contract amount to $200,000 over a three-year period to support anticipated coaching and leadership development needs consistent with the attached Statement of Work.

The original agreement, executed under the City Manager’s signing authority, includes approximately $26,196 in expenditures to date. The proposed amendment establishes a

revised Not To Exceed amount of $200,000, consistent with the attached Statement of Work, The proposed amendment establishes a revised contract ceiling of $200,000 to provide sufficient capacity for executive coaching, team development, and leadership support services over the next three years.

Establishing a multi-year not-to-exceed amount provides flexibility to address leadership development needs as they arise while maintaining appropriate fiscal controls and avoiding the need for repeated contract amendments.

FISCAL IMPACT
An appropriation of 73,804 to Account No. 101-1601-418.59-01 for FY 2025/26 from available General Fund Unassigned Fund Balance is required.

While the amendment increases the total contract authority to $200,000 over three years, the requested appropriation reflects anticipated expenditures for FY 2025/26 only, with future funding to be considered through the annual budget process.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Goal and Objective 11.3 Employee Relations – Expand professional development by providing additional opportunities for skill development, cross-training, and leadership training through workshops, employee development plans and performance management program enhancements.
