Camarillo City Council

AGENDA REPORT
Date: April 22, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Adopt a Resolution Preliminarily Approving the Engineer’s Report; Declaring the City’s Intention to Levy and Collect Assessments for Fiscal Year 2026/27 within Camarillo Lighting and Landscape Maintenance District Zones 1 through 10; and Setting a Public Hearing on the Levy of the Proposed Assessments for May 27, 2026 at 5:00 p.m. in the City Council Chambers

BACKGROUND
Each year, City Council must consider and certify assessments to be levied against properties in the ten special assessment zones of the Citywide Lighting and Landscape Maintenance District. State law requires a public hearing to explain proposed assessments and accept testimony prior to levying of assessments.

DISCUSSION
The attached Engineer’s Report outlines the findings of the Engineer in determining the appropriate assessments to be levied in each zone for Fiscal Year 2026/27. Assessments are proposed at levels sufficient to meet anticipated expenditures and maintain adequate fund balances for Zones 2 through 10, though Zone 3 will require funds from the General Fund as discussed further in this report. Zone 1 is the City’s initial maintenance district which was formed as a tax district where a portion of property taxes are allocated to this zone as opposed to a special assessment. There is a small recommended increase to the Zone 9 (Adolf Glenn II) assessment for FY 2026/27.

The proposed annual assessments for Zones 2 through 10 are summarized in the following table.

The City initiated and conducted property owner protest ballot proceedings for Zone 3 for a proposed increase in FY 2022/23 assessments. Once tabulated, the ballots indicated a majority protest. As such, the City continues to assess property owners at the previous maximum rate calculated as approved by the City Council. The City is covering the shortfall in Zone 3 through a contribution from the General Fund.

The proposed public hearing on May 27, 2026, at 5:00 p.m. in the City Council Chambers will provide an opportunity for property owners in all zones to comment on the proposed assessments.

FISCAL IMPACT
Assessments proposed for each of the zones, together with any accumulated fund balance, will be sufficient to pay for anticipated maintenance costs which will be included in the FY 2026/27 Operating Budgets, with the exception of Zone 3 which is expected to require a General Fund contribution of $2,150 at the end of FY 2026/27 to offset the actual negative balance and meet the City Council Policy 3.05 special revenue fund reserve level of 20%.

RECOMMENDATION
Adopt a Resolution preliminarily approving the Engineer’s Report; declaring the City’s intent to levy and collect assessments for FY 2026/27 in Camarillo Lighting and LMD Notice of Intent to Levy
