Camarillo City Council
AGENDA REPORT
Date: April 22, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Senate Bill 1: The Road Repair and Accountability Act – Fiscal Year 2026/27 Projects
BACKGROUND
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1) into law, which is known as the Road Repair and Accountability Act of 2017. SB 1 provides funding from various taxes and fees to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and roads system.
On November 1, 2017, the State Controller began to deposit various portions of this new funding into the newly created SB 1 Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new SB 1 funding is apportioned, by formula, to eligible cities and counties pursuant to Streets and Highways Code Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects. The estimated SB 1 funding anticipated to be received by Camarillo for FY 2026/27 is $1,985,786 and is expected to continue at this level for future fiscal years.
DISCUSSION
To receive the SB 1 funds, a resolution adopting a FY 2026/27 list of projects planned to be funded by SB 1 is required to be submitted to the California Transportation Commission (CTC) by July 1, 2026. Staff recommends allocating the $1,985,786 in SB 1 funds to the FY 2026/27 Annual Resurfacing Capital Improvement Project (Project No.
ST-5108) to be able to receive funds. Project No. ST-5108 is anticipated to be awarded for construction in FY 2026/27.
A Maintenance of Effort requirement (MOE) for SB 1 funding requires that the average annual expenditures of unrestricted funds from FY 2009/10, FY 2010/11, and FY 2011/12 for street maintenance purposes must continue to be expended from unrestricted funds in order to obtain the SB 1 RMRA funding. The City’s current and foreseeable future budgets will comply with the MOE requirement.

To remain eligible to receive SB 1 funds in future fiscal years, the City must annually submit a project expenditure report to the CTC documenting the project description, location and amount of SB 1 funds expended during the fiscal year, and a list of projects to be funded by SB 1 in the next fiscal year.
FISCAL IMPACT
Funds for revenues from SB 1 will be included in the FY 2026/27 Budget in the Gas Tax – SB1 Fund, Account Number 211-0000-337.41-08.
