City Council
City of Camarillo

Camarillo, California 93010
Dear Councilmembers,
Your consideration of a rent stabilization ordinance is appreciated. I am a former resident of Camarillo Mobile Home Park aka Camarillo Mobile Estates. I moved away from the park to escape the business practices of the owner/operator of the park.
You have received a letter from a firm representing the owner/operator of the park. That letter contains the following statement.
The proposed Ordinance will regulate only three mobilehome parks in the City, all of which tend to follow a simple CPI increase annually for existing residents.
I received a rent increase letter from the owner/operator of Camarillo Mobile Home Park dated September 26, 2024. A copy of the letter is attached. The following is a summary of the annual rent increase documented in that letter.
Previous rent $1,029.00
Increase according to paragraph 1 $62.00
Interim percent increase 6.03%
Additional increase in paragraph 2 $8.64
Total increase $70.64
Total percent increase 6.86%
CPI (August 2024) 2.90%
Excess percentage over CPI 3.96%
New Rent $1,099.64
The rent increase was more than double the relevant CPI for the month before the letter was sent.
Sincerely,
Demy Band
Gerry Barnett

Dear Gerald Barnett,
Effective January 1. 2025, your monthly base rent will increase by $62.00 to $1.091.00. Any additional charges for utilities, storage or any other accessory items will be in addition to the base rent.
Additionally, in accordance with the terms of your lease agreement, we will be passing through increases in our insurance costs. Your monthly rent will permanently increase by an additional $8.64, which is based on an annual increase in the cost of insurance totaling $13,994.00. This increase is divided equally amongst all spaces in the park and then divided by 12 months.
Insurance costs will be reviewed annually to determine whether there is any upward or downward adjustment to this amount based on changes in future insurance expense.
The rent increase is a function of increased costs, market parameters and general economic considerations. The cost of living in a community such as Camarillo Mobile Estates continues to provide excellent value for your housing dollar compared to alternative types of housing in the Camarillo area. Pursuant to California Civil Code S. 798.30, this notice satisfies the 90-day notification requirement. In addition, this notice was served via hand-delivery or first class mail to ensure delivery to you.
If this increase places an undue financial burden on you and your family, please be advised that we have a Rental Assistance Program available to you. Applications are available upon request, please contact the manager for additional information.
Thank you for making Camarillo Mobile Estates your home.
Sincerely,
Park Management
