Subject: Pleasant Valley Road Bike Lanes Project No. ST-5006, CML- 5393(036) – Award Construction Contract
BACKGROUND
The Pleasant Valley Road Bike Lanes – Project No. ST-5006, CML-5393(036) (Project) will widen Pleasant Valley Road by approximately 15 to 20 feet and add striped Class II buffered bike lanes in both directions between Las Posas Road and Fifth Street, as shown on the Project Location Map (Attachment 1). Pleasant Valley Road currently has little to no paved shoulder area causing bicycles to share the travel lane with vehicles. Widening the pavement will allow for the addition of striped Class II bike lanes on both sides of Pleasant Valley Road with a 2-foot rumble strip buffer between the bike and vehicle lanes.
The widened bike lane shoulder area will also provide a recovery area for disabled vehicles to pull over away from the travel lanes. The Project will repave the entire road width and also improve the existing earthen drainage ditch with concrete drainage features.
On April 13, 2022, the City Council adopted a Resolution approving a Mitigated Negative Declaration (MND) for the subject project in accordance with the California Environmental Quality Act (CEQA) and the City’s CEQA Environmental Guidelines. The Project also has coverage under the National Environmental Policy Act as it is partially funded with federal funds, with a designation of categorical exclusion.
On December 11, 2024, the City Council authorized staff to solicit bids for construction of the Project. On July 30, 2025, the City received five (5) construction bids ranging from approximately $10.8 million from the apparent low bid to approximately $14.85 million from the highest bid. However, after bid opening and prior to contract award there was a change in law issued by the U.S. Department of Transportation’s Interim Final Rule (IFR) and Caltrans guidance on the suspension of using the Disadvantaged Business Enterprise (DBE) Program in federally funded projects. Based on the IFR, Caltrans guidance, an associated bid protest, and consultation with the City Attorney, the City

Council rejected all bids on December 10, 2025, and authorized the City Manager, or his designee, to re-solicit construction bids for the Project.
The City has secured $4,649,033 in federal Congestion Mitigation and Air Quality (CMAQ) grant funds for the Project. Additionally, the City received $5,500,000 in Surface Transportation Block Grant (STBG) funding, managed by the Federal Highway Administration, bringing the total grant funding for the Project to $10,149,033.
DISCUSSION
Construction Bids
Staff, in coordination with Kimley-Horn and Associates, Inc. (Kimley-Horn), prepared the re-bid documents, including the project plans, specifications, and all addendums (Attachment 2). Staff recommends that City Council adopt a resolution approving the plans and specifications for the Project (Attachment 3).
Staff issued a Notice Inviting Bids for the re-bid of the Project on March 21, 2026. On April 21, 2026, the City received five (5) bids for construction. The lowest bid was determined based on the total bid as summarized in the following table:
Name of Bidder $ Bid Amount
Toro Enterprises, Inc
Oxnard, CA
Total Bid........$9,310,108.80
Nationwide Contracting Services, Inc.
Huntington Beach, CA Total Bid........$11,153,413.00
Bosco Constructors, Inc.
Chatsworth, CA Total Bid........$11,705,686.80

Valenica, CA Total Bid........$12,316,867.00
Beador Construction Company, Inc.
Costa Mesa, CA Total Bid........$13,130,300.00
Staff reviewed the low bid submitted by Toro Enterprises, Inc. (Toro) and all associated forms, investigated the contractor, and has determined Toro to be responsive to the re- bid solicitation. The low bid submitted was approximately $1,480,000 lower than the apparent low bid from the original construction bid solicitation. Therefore, staff recommends awarding a construction contract to Toro in the amount of $9,310,108.80 (Attachment 4) and authorizing a construction contingency of $1,396,516 (approximately 15%) for unforeseen additional work, if required, for a total contract authorization of Project No. ST-5006 - Award Construction Contract

$10,706,624.80.
Construction Management, Inspection Services, and Materials Testing Consultant construction management, inspection services, and materials testing are required for the Project. On September 21, 2024, staff issued a Request for Proposal (RFP) for construction management, inspection services, and materials testing services.
Seven (7) firms submitted proposals. A consultant selection team composed of City staff and representatives from other agencies reviewed and ranked all and subsequently interviewed the top four (4) highest-ranking most qualified firms. UNICO Engineering (UNICO) was selected as the most qualified firm to provide construction management, inspection services, and materials testing for the Project.
Staff has negotiated a scope of services and reviewed the fee with UNICO and recommends approving a standard professional services agreement with UNICO in an amount not-to-exceed $1,067,043.33 for construction management, inspection services, and materials testing services (Attachment 5) and authorizing a contingency in the amount of $160,057 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $1,227,100.33.

On December 10, 2025, the City Council awarded a second amendment to the agreement with Kimley-Horn to provide additional design support during the bid and award in the amount of $194,851.54 and re- establishing the contingency in the amount of $29,228 for (approximately 15% of the second amendment amount) for a total agreement authorization of $731,063.73. Now that construction is ready to begin, an amendment to the Kimley-Horn Agreement is required for additional services to provide design support during construction. Staff recommend a fourth amendment to Agreement 2019-53 with Kimley-Horn in an amount not- to-exceed $186,221.77 for design services during construction (Attachment 7) for a total agreement amount of $917,282.68 and re-establishing the contingency in the amount of $66,725 (approximately 15% of the original agreement amount) for a total agreement authorization of $984,007.68.
