Subject: 2026 Fourth of July Fireworks Show Street Closures
BACKGROUND
The City of Camarillo (City) has a long-standing annual tradition of hosting a Fourth of July Fireworks Show (Show) as a free community event. In recent years, City staff has overseen all aspects of the Show, working closely with local partner agencies to help ensure a safe, well-coordinated, and successful celebration for the community. As part of the planning process, staff carefully evaluates and prioritizes key safety considerations, including the location of the fireworks launch site and its potential impacts on surrounding areas, traffic flow and congestion, and the availability of adequate parking and viewing areas for spectators.
Since 2021, the Show has been held on a vacant lot owned by Hiji Investment Co. (Hiji), located on the south side of Camarillo Center Drive, east of Las Posas Road, adjacent to the Camarillo Premium Outlets (Outlets). The 2026 Show is proposed to take place at the same Hiji property. This location continues to provide excellent viewing opportunities from the Outlets parking lots and nearby surrounding areas.
DISCUSSION
The 2026 Fourth of July Fireworks Show is a free community event scheduled for Saturday, July 4, 2026. Spectators are expected to begin arriving at the Camarillo Premium Outlets at approximately 7:00 p.m. The 18-minute fireworks display will begin promptly at 9:00 p.m. No additional entertainment, concessions, or activities are planned as part of the event.
Personal fireworks and sparklers are prohibited and illegal, and they present a significant risk of injury and property damage. Accordingly, this public event offers the community a safe opportunity to enjoy a professional fireworks display. Event preparation and post- event cleanup will be coordinated through a collaborative effort involving City staff, the

Ventura County Sheriff’s Office (VCSO), the Ventura County Fire Department (VCFD), and Camarillo Premium Outlets staff.
The Outlets are expected to remain open to customers during regular business hours, which may provide a benefit to on-site businesses through increased activity associated with event attendance. In addition, the Regal Edwards Cinema and restaurants located within the Outlets are anticipated to remain open throughout the duration of the Show.
Traffic control for the event will be coordinated by the Ventura County Sheriff’s Office (VCSO) and the City, with security support provided by VCSO and Outlets staff. The event will require closure of Camarillo Center Drive from 8:00 a.m. to 10:00 p.m., as well as partial closures of nearby streets from 8:45 p.m. to 10:00 p.m. Staff has prepared a traffic control plan and related maps identifying the proposed street closures in coordination with the Show’s scheduled 9:00 p.m. start time (Attachment 1).
To help manage circulation and maintain safety, access to the Outlets Promenade, Main Court, and Fashion Court parking areas will be closed in phases as each lot reaches capacity. These closures are expected to begin at approximately 7:45 p.m., or sooner if the Promenade parking lot fills earlier.
For added safety, traffic control measures will remain in place throughout the fireworks display. Following the conclusion of the Show, VCSO will remove traffic barriers and assist with directing vehicles out of the Outlets parking lots using designated eastbound and westbound egress routes, with Factory Stores Drive serving as the center dividing line for traffic flow. Once the fireworks technician and VCFD personnel confirm that the area is all clear and safe for normal circulation to resume, VCSO will reopen Camarillo Center Drive to through traffic. At this time, all parking lots are expected to be cleared and traffic control operations are anticipated to begin demobilizing by 10:00 p.m. Street closures and traffic control measures remain subject to change at the discretion of VCSO.
Staff recommends approval of the proposed street closures and traffic control plan for the 2026 Fourth of July Fireworks Show. The estimated cost for street closures is $25,000.
FISCAL IMPACT
Funds for the street closures in the amount of $25,000 will be included in the General Fund – Streets and Police Services budget for Fiscal Year 26-27.
