Camarillo City Council

AGENDA REPORT
Date: May 13, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: First Amendment to Interagency Reimbursement Agreement No. 2025-161 – Ventura County Transportation Commission

BACKGROUND
On December 6, 2024, the Ventura County Transportation Commission (VCTC) entered into an agreement with the County of Ventura (County) to provide regional radio system (RRS) services throughout the County.

The County RRS Program provides a standardized, interoperable platform for digital communication across multiple jurisdictions within the County of Ventura. VCTC has funding for all Ventura County transit operators to implement the system with new digital radios on transit vehicles. By participating in the system, transit operators will enhance their operational efficiency, improve coordination with each other and emergency response entities while strengthening emergency response preparedness. The network is specifically designed to provide a regionally integrated communications platform to enhance multi-agency interoperability.

The County required any transit agency wishing to join the RRS program to execute a separate agreement between VCTC and the agency (instead of each agency executing an agreement with the County). Under VCTC’s agreement, all participating agencies are collectively represented by VCTC. VCTC will be responsible for the RRS service expense and will pay the County directly. VCTC prepared an agreement allowing interested transit operators to participate in the County’s RRS service and on August 27, 2025, the City Council authorized participation and approved Agreement No. 2025-160. Agreement No. 2025-160 does not prevent the City of Camarillo (City) as a separate entity from establishing its own agreement with the County for citywide participation.

Additionally, on August 27, 2025, the City Council approved an Interagency Reimbursement Agreement No. 2025-161 between the City and VCTC. This agreement provided for up to $90,000 of reimbursement funds for the procurement of radios for the

City’s transit vehicles. VCTC will use Senate Bill (SB) 125 funds as part of its Countywide Regional Radio Project to reimburse the City’s expenses.

DISCUSSION
On January 12, 2026, VCTC contacted the City regarding the acquisition of 2-way radios from VCTC. VCTC procured 57 radios for their intercity transit service and found the radios did not work well outside of the County service area. The radios procured by VCTC are the recommended model type (Motorola) by the County of Ventura. Valley Express and Ojai are currently using the same model radios for their service without any issues.

The City of Thousand Oaks is currently in the process of acquiring some of VCTC’s Motorola radios as well.

Camarillo Area Transit will require 22 radios for their vehicles and dispatchers. Although the City originally intended to procure radios directly, VCTC’s procurement presents the City with an opportunity to utilize radios that have already been procured and are being utilized by multiple transit agencies in Ventura County. To process transfer of the radios from VCTC to the City, the Interagency Reimbursement Agreement (No. 2025-161) must be amended to reflect the transfer of radio equipment to the City for the cost of $61,000.

In-lieu of payment for the equipment, VCTC will reallocate $61,000 of SB-125 funding from the City’s apportionment directly to VCTC. An additional $29,000 in SB-125 funding will be available to the City for the purchase and installation of a base station and antenna if it is determined that one is necessary.

FISCAL IMPACT
A decrease in appropriations in the amount of $61,000 is required in the Transit Fund, Supplies & Materials, Account No. 810-3801-438.61-01 for FY 25/26 to reflect the reduced procurement costs associated with the portable two-way radios.

A decrease in budgeted revenues in the amount of $61,000 is required in the SB125 Fund, Capital Grants SB 125 Revenues, Account No. 206-0000-336.36-18 for FY 25/26 to reflect the reduction in reimbursement.

CEQA DETERMINATIONS
Staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines that the VCTC Reimbursement of Equipment and Installation Agreement Amendment is not subject to CEQA review because it can be seen with certainty that there is no possibility that the Agreement Amendment may have a significant effect on the environment. The activity is designed to enhance the existing radio communications service.
