Camarillo City Council

AGENDA REPORT
Date: May 13, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Climate First: Replacing Oil & Gas Resolution

BACKGROUND
In 2025 The local environmental advocacy organization Climate First: Replacing Oil & Gas (CFROG) presented a resolution to the City expressing support for the phaseout of oil and gas production locally and statewide. Vice Mayor Martinez-Bravo requested that the Climate First: Replacing Oil & Gas Resolution be reviewed by the Policy Committee.

On September 25, 2025, the item was first brought to the Policy Committee as informational to notify the Committee that staff would continue to monitor related legislation. At that meeting, the Policy Committee requested that the item be returned for discussion and further consideration.

The item was subsequently brought back to the Policy Committee on November 20, 2025, for discussion. At that time, the Committee directed staff to bring the item forward to the City Council for consideration. The item was incorporated into the City’s Legislative Platform discussion and presented again to the Policy Committee on February 4, 2026, as part of broader legislative priorities.

After receiving committee feedback, staff recommended reviewing the resolution as a stand-alone item outside of the Legislative Platform. At the April 15, 2026, Committee meeting, the members requested that the resolution be brought to the City Council for consideration.

DISCUSSION
The proposed resolution urges the Governor of the State of California and Ventura County Board of Supervisors to take action to phase out oil and gas production through a just transition while protecting public health and the environment. Specifically, the resolution calls for:

Halting the issuance of new oil and gas permits and accelerating the phaseout of fossil fuel extraction;
Supporting and defending the State’s 3,200-foot setback requirements between oil wells and sensitive receptors such as homes, schools, and hospitals; Supporting adoption of the Polluters Pay Climate Superfund Act to hold fossil fuel companies financially accountable for climate-related damages; and Ensuring the timely plugging and remediation of idle and orphan wells. The City of Camarillo to recognize climate change and climate justice as issues of importance to Ventura County.

The resolution also highlights the local and regional impacts of oil and gas production, noting that Ventura County is among the top oil-producing counties in the State and that many residents live in close proximity to active wells, which may pose environmental and public health risks.

Several public agencies have previously adopted similar resolutions or letters calling for the phaseout of oil drilling, including the Oxnard Union High School District, the City of Oxnard, City of Port Hueneme and the City of Ojai. More recently, the City of Santa Barbara adopted a resolution in support of the California Climate Superfund.
