To: Honorable Mayor and City Councilmembers
Honorable Chairman and Board of Directors
From: Greg Ramirez, City Manager/District Manager
Submitted by: Dave Klotzle, Director of Public Works/Assistant District Manager Subject: Award Professional Services Agreement to Cornerstone Engineering, Inc. for Water and Sewer Standard Specifications and Details Update
BACKGROUND
The City of Camarillo (City) and Camarillo Sanitary District (CSD) use standard specifications to establish consistent requirements for the design and construction of public infrastructure, as well as establish requirements for private land development projects that impact public infrastructure. Updating design and construction standards is essential for maintaining operational safety, regulatory compliance, and project efficiency.
The City’s Water standards were last updated in 2005, and the Sewer standards were last updated in 2015. Since that time, there have been significant updates to engineering practices, design criteria, and applicable federal, state, and local regulatory requirements.
DISCUSSION
To facilitate the update of these standards, staff issued a Request for Proposals (RFP) on December 6, 2025, for professional engineering services to update the City Water and Sewer Standard Specifications. Proposals were received on February 2, 2026, through the City’s PlanetBids portal.
A selection committee composed of City staff conducted a thorough evaluation of all proposals based on the criteria identified in the RFP, including firm qualifications, relevant experience, project understanding and approach, and cost. Proposals were carefully reviewed, scored, and ranked. Based on this evaluation, Cornerstone Engineering, Inc. was determined to be the most qualified firm to successfully execute the project scope.
