Subject: City Council Policy 1.05 – SB 707 Revisions
BACKGROUND
Senate Bill 707 amended the Brown Act to require eligible legislative bodies, effective July 1, 2026, to provide two-way telephonic or audiovisual access and adopt a policy to address technology disruptions during public meetings, including procedures for recessing meetings when outages occur.
DISCUSSION
Staff is recommending revisions to the Public Participation section of City Council Meeting Policy 1.05 to ensure compliance with SB 707 by including the technology disruption procedures.
The remaining policy updates address provisions related to disorderly conduct and remove detailed procedural language. The updates also clarify opportunities for verbal, written, and remote participation. Written public comments submitted in advance are shared with the City Council and made publicly available prior to the meeting, enhancing transparency and allowing the public to review the comments ahead of time.
FISCAL IMPACT
There is no budget impact as a result of this action.
RECOMMENDATION
Approve the revisions to City Council Policy 1.05 which will go into effect on July 1, 2026.
