Camarillo City Council

AGENDA REPORT
Date: May 27, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Bradley Calvert, Director of Community Development Subject: Proposed Zoning Ordinance Amending and Adding Certain Sections to Chapter 19.56 of Title 19 of the Camarillo Municipal Code

BACKGROUND
The following amendments to the Camarillo Municipal Code (CMC) are required to ensure compliance with recent state housing legislation. In 2025, the State Legislature enacted several housing-related bills, one of which mandates updates to the CMC provisions governing Junior Accessory Dwelling Units (JADUs) that became effective January 1, 2026. This Agenda Report summarizes the relevant legislation and outlines staff’s proposed amendments to the CMC to align with state law.

DISCUSSION
The following bill requires amendments to Title 19 of the Camarillo Municipal Code (CMC) to ensure compliance with California law. Below is a summary of the legislative changes and the corresponding updates proposed for the CMC.

Assembly Bill 1154 (AB 1154) – JADU Owner Occupancy Requirement Assembly Bill (AB) 1154 revises state law governing Accessory Dwelling Units (ADUs), specifically those classified as JADUs. The bill eliminates the owner-occupancy requirement for most JADUs; the owner-occupancy requirement now only applies when a JADU shares sanitation facilities with the primary dwelling. Previously, all JADUs, except those owned by a governmental agency, land trust, or housing organization, were required to have an on-site owner residing on the property, or the JADU had to be removed. The bill also specifically requires that the rental of a JADU be for a term longer than 30 days.

The proposed redline changes to the municipal code integrate the change to the owner occupancy requirement and the requirement that the rental of a JADU be for a term longer

than 30 days. The City already has a restriction on short-term rentals, but the proposed redlines include the restriction in this code section to mirror state law.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
Land Use, Transportation, Transit and Community Development Objective 4.10:

Encourage the development of appropriate infill housing projects that include affordable housing opportunities to help address the housing crisis in our area. The code update is consistent with this objective because the ordinance will allow for the development of additional housing units on existing residential lots.

Community/stakeholder workshop and community online survey key weakness/challenges: Lack of sufficient affordable housing. The code update will address this community concern because JADUs usually meet the state criteria to be considered low or moderate-income units.

PLANNING COMMISSION
On March 31, 2026, the Planning Commission conducted a duly noticed public hearing to consider the proposed ordinance and voted 5-0 to recommend approval to the City Council.

FISCAL IMPACT
There is no budget impact as a result of this action.

CEQA DETERMINATIONS
The City reviewed the environmental impacts of the proposed Ordinance under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), and 15378 exempt activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, activities where there is possibility that it may have a significant effect on the environment, and activities that do not constitute a “project” as defined, respectively. The proposed Ordinance implements the provisions of State law and is for general policies and procedure making. Accordingly, it can be seen with certainty that there is no possibility that the proposed Ordinance may have a significant effect on the environment and this activity is exempt from further review.
