Subject: Approve Second Amendment with Dial Security CC/CSD Agreement No. 2022-29B
BACKGROUND
Dial Security (Dial) has provided the City with fire monitoring, intrusion detection system equipment and monitoring at City Hall, Camarillo Sanitary District (CSD), Corporation Yard, the North Pleasant Valley Groundwater Desalter (Desalter), and Camarillo Public Library facilities since 2017.
In March 2022, the City and CSD entered into a three-year agreement with Dial (No. 2022- 29) to service City Hall, the Corporation Yard, Camarillo Public Library, CSD (including Pump Stations) and the Desalter in the amount of $56,268 plus $20,000 contingency for a total agreement amount not to exceed $76,268.
In October 2024, the Council and District Board approved a first amendment to the agreement with Dial (No. 2022-29A) which enhanced security and access control measures at City Hall, the Corporation Yard, Water Reclamation Plant, and Camarillo Public Library and extended the agreement term for an additional year, through June 30, 2026. The first amendment was in the amount of $174,056 for a total agreement amount not to exceed $250,324.
DISCUSSION
The existing security systems utilize proprietary equipment and software uniquely configured to support the City’s operational needs. Continuing services with Dial ensures compatibility with existing infrastructure and avoids the significant costs, disruptions, and redundancies associated with transitioning to a new vendor, including replacement of equipment, system reconfiguration, and staff retraining.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061 (b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that security services and monitoring is not subject to CEQA review because it can be seen with certainty that there is no possibility that security services and monitoring may have a significant effect on the environment.
