AGENDA REPORT
Date: May 27, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Greg Ramirez, District Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Authorize Pricing Amendment No. 2025-212A with CDW- Government LLC for Verkada Equipment and Software

BACKGROUND
On November 1, 2025, the City Manager authorized the purchase of four Verkada command connectors (servers) and 120 software licenses from CDW-Government LLC (CDW-G) in the amount of $49,999.20, utilizing cooperative purchasing through Omnia cooperative Contract #2024056-01.

Verkada equipment and software provides enhanced security through continuous video recording, cloud-based archiving, and remote access from any internet-enabled device.

The system includes automatic software updates, motion detection alerts, and integration with other security systems, such as door access controls. The platform is compatible with both new and existing cameras, allowing the City to consolidate and manage its secure infrastructure through a single, centralized dashboard.

Prior to the November 2025 purchase, the City piloted Verkada’s camera and remote access technology at City Hall, the Camarillo Public Library, and the Corporation Yard.

The pilot demonstrated the system’s effectiveness in improving situational awareness and operational response and validated its ease of use for City staff. This real-world evaluation informed staff’s recommendation to proceed with a broader deployment and provided confidence in the platform’s ability to meet the City’s long-term security needs.

Since the November 2025 purchase, the technology has been further deployed at City pump stations, continuing to demonstrate the platform’s operational value across a range of City facilities and uses.

DISCUSSION
The Verkada equipment and software implemented in November have proven to be effective, user-friendly, and valuable in enhancing the City’s security capabilities. To further standardize and expand these security measures citywide, staff propose to implement this technology at additional City facilities.

Initial expansion of equipment and licensing is proposed for the following locations: the Water Reclamation Plant, Dizdar Park, Desalter Facility, City Hall Generator site, Ranch House, and the Barry Street Project. The pricing agreement includes video security cloud licensing for a five-year term.

Staff recommends the City continue to utilize the Omnia cooperative purchasing framework, as permitted under the City’s procurement policy, through Contract #121923, which expires on February 28, 2028, with the option for three additional one-year extensions.

The estimated costs for the proposed expansion are outlined below:

Location Product Estimated Cost
Water Reclamation Plant Cameras, Licenses, Solar Panels and Battery Backups
$39,994.28
CH Generator 4 Cameras & 2 Licenses 15,701.51
Desalter expansion 6 Cameras, 6 Licenses, Solar Panel & Battery Backups
52,424.05
Desalter 24 Licenses & Command Connector 30,892.01
Dizdar Park 41 Licenses 38,603.55
Barry Street Project 1 Camera, 1 License, Solar Panels, and Battery Backups
6,471.42
Ranch House 3 Licenses & Command Connector 11,119.46
Total $195,206.29
Contingency $50,000
2025-212A Total $245,206.29
Staff recommends Council approve Pricing Amendment 2025-212A in the amount of $195,206.29, including a $50,000 contingency for additional equipment and licenses, for a total amendment amount of $245,206.29 and agreement not-to-exceed of $295,205.49.

Given the City’s intent to continue expanding this technology to additional facilities and future projects, staff further recommends that the City Council authorize the City Manager to execute future amendments with CDW-G for Verkada equipment under the pricing established in Omnia Contract #121923.
