Subject: Fourth Amendment to Professional Services Agreement with Confidence Consulting
BACKGROUND
Confidence Consulting, founded and led by Jeff K. Bills (Bills), is a private management consulting firm specializing in governance development and strategic consulting for public agencies. The firm provides expertise in organizational operations, employee relations, and human resources and financial administration, with a focus on assisting governing bodies and executive leadership teams in improving organizational effectiveness.
Since August 15, 2022, the City has contracted with Confidence Consulting under Professional Services Agreement No. CC 2022-177 to provide consulting services related to employee relations, leadership assessments, and executive and management team development.
DISCUSSION
The City has benefited substantially from Confidence Consulting’s expertise in employee relations, leadership assessments, and organizational development. The consultant’s training, coaching, and professional development services have supported the continued growth of the City’s executive leadership team and employees seeking advancement opportunities within the organization. Confidence Consulting has also provided strategic guidance and assessments that have strengthened the City’s approach to leadership development and complex employee relations matters.
Since the original agreement was approved, the City has extended the agreement through three amendments and increased the total contract amount to $100,000.
Throughout this period, Confidence Consulting has continued to provide responsive and effective consulting services that have supported the City’s leadership development and employee relations efforts.
Fourth Amendment to PSA with Confidence Consulting

Effective April 10, 2026, Confidence Consulting implemented a rate adjustment for assessment and consultation services, increasing the per-assessment fee from $1,800 to $3,000 due to increased third-party data processing costs and per-consultation fee from $3,500 to $4,500. While these revised rates became effective immediately, staff is not requesting an increase to the current agreement budget, as existing appropriations remain sufficient to absorb the increased costs under anticipated service levels.
Staff have determined that continued consulting support remains beneficial to the City’s leadership development and employee relations efforts. Accordingly, staff recommend approval of the Fourth Amendment to Agreement No. CC 2022-177D, extending the agreement through June 30, 2027, for an additional amount not-to-exceed $40,000, for a revised total contract amount not-to-exceed $140,000.
FISCAL IMPACT
Funding for the Fourth Amendment to Agreement No. CC 2022-177D for leadership assessment and professional development consulting services is included in the proposed Fiscal Year 2026/27 General Fund City Manager Professional Services/Administrative Account No. 101-1401-414.32-01.
CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Goal and Objective:
Employee Relations 11.3 – Expand professional development by providing additional opportunities for skill development, cross-training, and leadership training through workshops, employee development plans and performance management program enhancements.
CEQA DETERMINATIONS
City staff determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that Leadership Assessment and Professional Development consulting services are not subject to CEQA review because it can be seen with certainty that there is no possibility that these services may have a significant effect on the environment.
RECOMMENDATION
1. Authorize the City Manager to execute the Fourth Amendment to Agreement No.
CC 2022-177D with Confidence Consulting, in an amount of $40,000, for a revised total not-to-exceed contract amount of $140,000 and extend the agreement through June 30, 2027.
