Subject: Utility Undergrounding Project (Project No. ST-12-01) – Dedicate Easement to Southern California Edison
BACKGROUND
Southern California Edison Company (SCE) was required to set aside ratepayer-funded work credits (Rule 20A funds) for projects to underground overhead utilities that meet specific project eligibility criteria as part of California Public Utilities Commission (CPUC) Rule 20 policies and procedures. The CPUC policies specific to Rule 20A funds were established so agencies may request SCE to underground overhead utilities once enough Rule 20A funds have been accumulated to cover for the SCE design and construction of the undergrounding work. To request that SCE underground overhead utilities, the City must follow the requirements of Chapter 13.08 of the Camarillo Municipal Code in order to establish an Underground Utility District and formally notify SCE to perform the work.
The Utility Undergrounding Project – Project No. ST-12-01 (Project) was added to the 5- Year Capital Improvement Program (CIP) to underground overhead utilities along Las Posas Road between Antonio Avenue and Marco Drive, as shown in the Location Map (Attachment 1). In 2015, City Council established Underground Utility District No. 8 and SCE began performing design work and acquiring easements needed by SCE in close coordination with City staff. A dedication of a permanent utility easement from the City to SCE for electrical service is required.
DISCUSSION
SCE requires dedication of the attached permanent easement (Attachment 2) over a portion of the City of Camarillo Library property adjacent to Las Posas Road (APN:
156-0-180-335). The easement is required to accommodate two new vent pipes that extend beyond the public right-of-way from an existing underground vault located near the intersection of Fieldgate Drive and Las Posas Road as shown on the SCE Easement Parcel Map Waiver (Attachment 3). The vent pipes are to be located on the sidewalk in

line with existing street signage. The easement and improvements are needed in order to construct the Utility Undergrounding Project.
FISCAL IMPACT
There is no budget impact as a result of this action.
RECOMMENDATION
Authorize the Mayor to dedicate a permanent utility easement to Southern California Edison for electrical supply systems associated with the Utility Undergrounding Project.
