AGENDA REPORT
Date: June 10, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Approve Second Amendment 2021-122B with American Global Security for Nightly Security Guard Services at the Camarillo Public Library

BACKGROUND
On May 26, 2021, the Camarillo City Council awarded a three-year Professional Services Agreement No. 2021-122 to American Global Security (“AGS”) for nightly security guard services at the Camarillo Public Library (“Library”). The Agreement provides nightly on- site security guard services seven days per week from 10:00 p.m. to 6:00 a.m. The Agreement began July 1, 2021, and terminated June 30, 2024, in the amount of $185,635.

On May 6, 2024, the Camarillo City Council approved Amendment No. 2021-122A, extending the Agreement for an additional two-year term. The Amendment began July 1, 2024, and terminates June 30, 2026 in the amount of $157,340.48, which included a $10,000 contingency for special events that are held after library operating hours, bringing the total contract amount to $342,975.20.

DISCUSSION
Staff is satisfied with AGS’s performance and recommends approval of Second Amendment 2021-122B to extend the Agreement for an additional two-year term through June 30, 2028. Continued nightly security guard services provide after-hours monitoring of the Library facility, assist in deterring vandalism and unauthorized access, and support protection of public property and infrastructure. The Second Amendment is in an amount not to exceed $164,764, for a revised total agreement amount of $507,739.20.

The service includes nightly on-site security guard coverage 365 days per year from 10:00 p.m. to 6:00 a.m. at an annual cost of $75,180, plus seven holidays annually at a cost of $2,202, for a total annual cost of $77,382. The total cost for the two-year extension is $154,764.

The Second Amendment also includes a $10,000 contingency for additional security guard services associated with scheduled special events held in the Library Community Room or other City-requested services, bringing the total Second Amendment amount to not exceed $164,764.

FISCAL IMPACT
Funds for the Library guard service are included in FY 2026/27 General Fund, Library Facility Operations budget, Account No. 101-5753-468.32-01.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Goal and Objective 3.4 – Public Safety and Emergency Resilience – Invest in infrastructure improvements that support law enforcement and emergency response operations.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that security guard services are not subject to CEQA review because it can be seen with certainty that there is no possibility that security guard services have a significant effect on the environment.

1. Authorize City Manager to execute Second Amendment 2021-122B with American Global Security in the amount of $154,764 plus $10,000 contingency for a total not to exceed of $164,764; and
