Camarillo City Council

AGENDA REPORT
Date: June 10, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: First Amendment to Agreement No. 2023-36A with The Holly Workshop

BACKGROUND
Specification No. MC-2023-1 consists of the installation, maintenance, storage, and seasonal rotations of City-owned holiday decorations in Old Town, City Hall, and Constitution Park.

On May 24, 2023, the City Council approved a three-year Maintenance Agreement No. 2023-36 (Attachment 2) with Wonderful Things, Inc. dba The Holly Workshop (The Holly Workshop) for citywide seasonal holiday decoration maintenance services through June 30, 2026, in the amount of $146,000, with an authorized contingency in the amount of $14,600 and estimated annual CPI increases of $4,900, for a total agreement authorization of $165,500. The Agreement provides for up to two one-year extensions upon mutual agreement with City Council approval, and annual increases based on the January Consumer Price Index (CPI) as published by the U.S. Bureau of Labor Statistics.

DISCUSSION
Staff recommends approving a First Amendment, 2023-36A (Attachment 1), with The Holly Workshop for a one-year extension beginning July 1, 2026, through June 30, 2027, in the amount of $77,470 and authorizing a contingency in the amount of $14,600, for a total authorized expenditure of $238,070. This amount includes seasonal decoration rotations and the purchase of new garland and bows, which have deteriorated due to exposure to the outdoor elements.

At the end of this term, staff will make a recommendation on whether to exercise the option to extend the contract for the final additional one-year period.
