Camarillo City Council

AGENDA REPORT
Date: June 10, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Sixth Amendment to Professional Services Agreement with Solid Waste Solutions, Inc. for Solid Waste Project Management

BACKGROUND
The City of Camarillo (City) manages contracted services and programs for the collection and processing of solid waste, organic waste, and recyclable materials. Due to the increasing complexity of state solid waste and recycling regulations, the City requires specialized consulting services to support regulatory compliance, program implementation, and ongoing operational planning.

To support these efforts, the City entered into an agreement with Solid Waste Solutions, Inc. (SWS) in 2021 following a formal Request for Proposals (RFP) process. Since then, SWS has provided professional consulting services in support of the City’s solid waste management programs, including assistance with the development and implementation of the City’s organic waste recycling program and compliance with state-mandated requirements.

DISCUSSION
SWS provides specialized solid waste management consulting services to several jurisdictions throughout the region, including the cities of Agoura Hills, Calabasas, Carpinteria, Goleta, Malibu, Ojai, Oxnard, and Santa Paula. Their extensive knowledge of regional waste operations, franchise services, recycling programs, and organics processing facilities has been valuable in supporting the City’s solid waste compliance and program administration efforts.

Since entering into Agreement No. CC 2021-28 on March 1, 2021, the City has been highly satisfied with SWS’s performance and ongoing support. SWS has consistently provided responsive and effective project management services and has played a key role in advancing the City’s solid waste, recycling, and organics programs. Their assistance has been particularly valuable in supporting the City’s compliance with Senate

Bill (SB) 1383 requirements, implementation of organics recycling initiatives, public outreach and education efforts, and waste reduction and sustainability goals identified in the City’s Sustainability Master Plan (SMP) and Climate Action Plan (CAP). In addition, SWS provided significant support in the comprehensive review and update of the City’s Amended and Restated Solid Waste Franchise Agreement and continues to assist the City with ongoing contract administration, franchise oversight, and compliance monitoring provisions under the agreement.

The recommended amended agreement incorporates SWS’s updated standard billing rates for 2026 to reflect increased operational and labor costs associated with providing specialized consulting services. The updated rates increase the Senior Manager/Computer Programming and Database Development rate from $174 per hour to $195 per hour and the Principal rate from $199 per hour to $220 per hour.

The proposed increase in the annual contract amount from $75,000 to $100,000 reflects the growing scope and complexity of the City’s solid waste compliance and sustainability initiatives. Additional consulting support is anticipated to assist with ongoing and upcoming SB 1383 implementation requirements, Sustainability Master Plan and Climate Action Plan initiatives, franchise program support, waste diversion monitoring, regulatory reporting, public outreach efforts, and other program needs necessary to maintain compliance with evolving state mandates and environmental regulations.

Given the City’s experience with SWS and the continued need for specialized solid waste consulting services, staff recommends approval of the Sixth Amendment to Agreement No. CC 2021-28F, extending project management services through June 30, 2027, for an additional amount not-to-exceed $100,000, for a revised total contract amount not-to- exceed $479,000.

FISCAL IMPACT
Funds for Sixth Amendment to Agreement No. CC 2021-28F for Solid Waste Project Management Services with Solid Waste Solutions, Inc., for Fiscal Year 2026/27 are included in the Solid Waste Professional Services Administrative Account No. 805-3505- 435.32-01 and Solid Waste Professional Services Administrative Account No. 805-3510- 435.32-01.
