RE: Camarillo Hills Drain Replacement At Ventura Blvd - Contract No. SD-5052 Dear Mr. Grubb,
Please find attached the fee proposal and detailed scope of work for the Federal 2026 BUILD Grant application, support for the Caltrans Pre TCEP information requests and 2026 TCEP Grant Application preparation, additional ROW Services, efforts related to contract time extension and other additional work. The scope of work summary is as follows.
HDR will prepare two grant applications based on the attached fee schedule which includes $12,500 ODC to obtain the REMI economic model data set with a license that has a 3-month term that can only be used for this project. See detailed scope of work attached.
The original proposal envisioned a Type Selection Memo and supporting Foundation Memo. Since the proposal, Caltrans has updated the HBP application requirements to include a full Caltrans Type Selection Report with supporting Draft Bridge Foundation Report complete with Log of Test Boring Sheets. Similarly, the original scope included specifications in Greenbook and bridge specs in Caltrans format in an appendix.
Since the project added federal funds, we have been asked to convert all specifications to Caltrans as a single set to simplify approvals through Caltrans Local Assistance.
Supporting TCEs from two properties and an encroachment permit from the County, HDR will obtain four title reports. HDR will also support the City in utility coordination for with SoCal Gas, Frontier Communications, SCE, United Water District, and City utilities as required..
As the project is working with adjacent properties to obtain a TCE at the southeast corner of the property for construction of the bridge, the City has requested right of way and real property services for the Mian Property at the northeast edge of under a separate task. See additional details in the attached scope of work. This work will be tracked as Task 6 to separate the billing from the other bridge replacement tasks.

Additional Scope of Work
3.1.5.1 Type Selection Report
Caltrans requested a formal Type Selection Report for the ridge replacement to meet new Federal Funding requirements. HDR will utilize the data developed during the Type Selection Memo to prepare a Type Selection Report following Caltrans format and attachments including generating Log of Test Borings. The work assumes one round of comments by Caltrans and associated revisions.
Deliverables:
• Type Selection Report
3.4.1.8 Utility Relocation Coordination
The original scope identified only the sewer and gas line would require relocation. An additional two utilities have been identified as requiring modifications or relocation. SCE owns conduits that cross over the southwestern edge of the bridge within the sidewalk which will be in conflict with reconstruction activities of the bridge as well as in the final roadway configuration. United Water has a relief valve connection from their 54” diameter pipe to the bridge which will require reconstruction during the bridge replacement.
HDR will coordinate with each utility for temporary and permanent relocations to facilitate construction of the bridge. CONSULTANT will be responsible for coordinating the relocation with the owner.
Deliverables:
• Utility Meetings and Notes
• Utility Service Coordination
•
Utility Relocation Plan Reviews
3.4.3 Special Provisions in Caltr
ans Format
As there is now Federal Funding, the project Specifications based on Greenbook will be converted to Caltrans Standard Specifications. HDR will prepare the Specifications utilizing Caltrans Specifications for both the roadway and bridge work. Federal Requirements will include Federal forms based on Caltrans Local Assistance Guidelines
Deliverables:
• Proje
ct Specifications
3.5.4 County of Ventura Watershed Protection Encroachment Permit In addition to the original scope to coordinate with the County for approval of the hydraulic report and maintenance operation, we will assist the City in obtaining permission to use the adjacent In lieu of obtaining a TCE from Ventura County, HDR will coordinate with the County for use of the Airport property for construction rather than a formal TCE.

Proposal for 2026 BUILD Grant and TCEP Application, and Mian ROW Services May 13, 2026
Task 3.8 Scope of Work 2026 BUILD and TCEP Grant Applications Under this proposal, HDR Engineeri ng, Inc. (HDR) will assist the Ci ty of Camarillo (City) in the development of a 2026 Better Utilizing Investment to Leverage Development (BUILD) grant application and a Trade Corridor Enhancement Program (TCEP) application to support the construction of the Bridge Replacement at Ventura Boulevard and Las Posas Road.
Scope of Work
Based on our previous efforts to construct BIP, RAISE and TCEP applications for the same project, we propose to leverage our existing database in cluding the Benefit Cost Analysis (BCA) to prepare a new application meeting the BUILD program requirements and evaluation criteria. HDR also proposes to incorporate the REMI economic model to document the Economic Impact Analysis (EIA) results of bridge failure. Our curr ent understanding is that the br idge project will be a shovel-ready project with all environmental, design and permitting requirements completed and the grant application is specifically for the purpose of seeking construction funds. Based on this understanding, the following tasks for the grant application will be performed in order to complete this scope of work Task 3.8.1. Project Grant Support, Strategic Guidance and Data Analysis This task will include a kick-off conference call for each application to discuss various options for the development of the application. HDR will use the project kick-off calls as an opportunity to present a revised data request to the City and also to discuss our initial approach, work plan and proposed project schedule. Given that we have already prepared the prior applications, we believe that we can take the opportunity to better address the goods /freight movement and the economic aspects of the project.
The kick-off calls will be our opportunity to initiate development of the Economic Impact Analysis that we believe is required to substantiate the issues surrounding bridge failure and the economic consequences that would be experienced.
This task also supports the effort required by Caltrans to document various SB 1 related project benefits (or in this case, disbenefits) and submit the required forms throughout the TCEP nominating process prior to the development of a full TCEP application.
Task 3.8.2. Grant Application Preparation
HDR will assist the City in the preparation of 2026 BUILD and TCEP grant applications. The orientation of the applications will be for the award of construction funds.
HDR will provide technical writing and review services for each application as well as the preparation of select graphics to enable each grant application to achieve its best possible fit to the program evaluation criteria. We intend to leverage the gr aphics and the narrative developed for the previous applications prepared for the project as a starting point for this effort.
HDR will also provide the preparation of the Econom ic Impact Analysis (EIA) including use of the REMI model via a 1-time secon dary party software agreement betwe en HDR and REMI for use of the REMI model specifically to support the City of Camarillo for the 2026 BUILD and TCEP applications. The HDR Senior Economist shall work the model to deliver the analysis required to populate the Economic Impact Analysis Report. This analysis is intended to document the “disbenefits” that would be associ ated with the failure and closing of the bridge. We intend to document the results of this analysis within the grant application narrative and also include the model Exhibit A
CC Agreement 2021-30G
Proposal for 2026 BUILD Grant and TCEP Application, and Mian ROW Services May 13, 2026
as an attachment to the grant application. Given that the benefits of the project are relational to protecting the bridge and eliminating the high chan ce of failure and closure, HDR feels that this represents the best course of action for constructing competitive applications. Additionally, and for the TCEP nomination, the EIA would be a significant driver in constructing a competitive application for that program as well.
The City will be responsible for obtaining any letters of support needed to supplement the grant application and will also be responsible for the actual submittal of the grant application.
Application narratives will follow the latest guidan ce to describe the project, its costs, funding, benefits, and other factors. HDR will design the application narrative to be easily accessible and emphasize the project’s strengths with key themes throughout the application narrative.
The City will provide HDR with the current documentation (in response to the data request detailing the project scope, budget, schedule, and likely impacts on transportation, the environment and equity in the region. HDR will then work with City staff to identify the material risks to the project and the strategies needed to mitigate any identified risks.
Deliverables:
• Completed FY 2026 BUILD Grant Application
•
Completed Economic Impact Analysis
• Completed TCEP application including nomination form support and data analysis Task 3.8.3. Benefi
t-Cost Analysis (BCA)
HDR will review and revise the previous BCA that was produced for the project. We will update and quantify the previously identified public benefits ex pected from the project as needed in order to demonstrate adherence with current USDOT guidance and BUILD program goals. A key challenge of any grant application will be to provide compellin g evidence of the merit of the project and its quantitative benefits in comparison to other applicants’ projects. In this case, we will review the previous BCA in order to further monetize any fore seen benefits that were not previously captured.
We will also make sure that the BCA model and subsequent technical memo leverage any information that arises out of the EIA. This scope of work specifically excludes the construction of a new BCA.
Deliverables:
• Revised Benefit-Cost Analysis and technical memo to support the BUILD and TC EP
grant ap
plications.
Task 3.8.4 Caltrans Pre-TCEP Information Request
HDR will assist the City in requesting Caltrans add the project to their TCEP application list. HDR will utilize data developed in the previous RAISE and BU ILD grant applications to respond to Caltrans questionnaire, meet with Caltrans, and update the questionnaire based on Caltrans feedback.
Deliverables:
• TCEP Caltrans nomination form support and data analysis Exhibit A
