Camarillo City Council

AGENDA REPORT
Date: June 24, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Adopt a Resolution Approving 2025 Urban Water Management Plan and Water Shortage Contingency Plan and Introduction of an Ordinance Amending Camarillo Municipal Code Chapter 14.12 (Water Conservation Measures)

BACKGROUND
The California Water Code (Section 10610 et seq.) requires the City to prepare and adopt an Urban Water Management Plan (UWMP) to evaluate water supply reliability, demand projections, and long-term resource planning. The City must update the UWMP every five years to incorporate updated and new information from the preceding five-year period.

As part of the UWMP, the City must prepare, adopt, and periodically review a Water Shortage Contingency Plan (WSCP) pursuant State requirements. The WSCP outlines progressive stages of response actions and demand reduction measures to be implemented during various levels of water shortages or as required by the State. The City last updated its UWMP in 2021. The updated 2025 UWMP and WSCP (Attachment 1) have been prepared in compliance with current State requirements.

Chapter 14.12 of the Camarillo Municipal Code (CMC) currently contains detailed WSCP information, including stages for progressive levels of water shortage, and procedures that the City called upon during the last drought when the City shifted between WSCP stages as required by the State to help with the drought and water shortage. It is proposed to amend CMC Chapter 14.12 to refer to the separate standalone WSCP document for the water shortage details.

DISCUSSION
The 2025 UWMP evaluates the City’s current and projected water supplies and demands over a 20-year planning horizon (2025–2045). The UWMP includes projections of future water demands and an assessment of supply reliability under normal, single-dry, and multiple-dry year conditions, consistent with State planning requirements. It also addresses the City’s water supplies, including groundwater production and imported

water purchases, and incorporates updated demand management measures, conservation programs, and water use efficiency requirements. The analysis demonstrates the City has the ability to meet projected demands throughout the planning horizon under the evaluated conditions.

The WSCP establishes a structured framework for responding to water shortages or mandated reductions. The WSCP defines levels of water shortage stages, corresponding demand reduction targets, and response actions to guide water use during drought and emergency conditions. The WSCP also includes communication protocols and implementation procedures. A Resolution (Attachment 2) has been prepared to approve the 2025 UWMP and WSCP.

The existing CMC Chapter 14.12 contains detailed WSCP requirements and procedures to establish different levels of water shortage stages. Staff proposes an amendment to CMC Chapter 14.12 to move the details of these stages into the separate WSCP document and refer to the WSCP in the CMC. This allows the City to update the WSCP separately if needed in the future without having to change the CMC, as is the intent of the WSCP. Other changes to CMC Chapter 14.12 are recommended in the attached redline (Attachment 3) to clarify the intent of WSCP measures, as well as clarify the procedures for invocation and implementation of the WSCP. A proposed Ordinance (Attachment 4) has been prepared to amend CMC Chapter 14.12 as recommended.

Additionally, staff recommends the City remain in WSCP Stage 1 Water Supply Condition which will help the City comply with the State’s long-term water use efficiency regulations.

Stage 1 Water Supply Condition requires continuing water reduction measures such as residential irrigation limited to four days a week. The City Council previously approved these measures when entering Stage 1 on June 28, 2023, and a new resolution is required to reaffirm staying in Stage 1. The reaffirming resolution (Attachment 5) will ensure the existing Stage 1 conservation measures remain in effect to help the City comply with the State’s regulatory framework called Making Conservation a Way of Life.

Public review and noticing requirements for the UWMP and WSCP have been completed in accordance with State law, including making the documents available for public review and publishing notice in advance of the public hearing.

The proposed actions have been reviewed in accordance with the California Environmental Quality Act (CEQA). The applicable CEQA findings and determinations are set forth in the attached resolutions and ordinance.

FISCAL IMPACT
There is no budget impact as a result of this action.
