AGENDA REPORT

Subject: Pleasant Valley Road Sewer Force Main – Phase 1 – Project No.
SS-5037-1 - Award Construction Contract
BACKGROUND
The Pleasant Valley Road Sewer Force Main Project was added to the Capital Improvement Program (CIP) to install a secondary force main pipeline from Las Posas Road to the Water Reclamation Plant (WRP) to provide redundancy in the system in case there ever was a failure in the existing force main. The existing 30-inch force main in Pleasant Valley Road conveys wastewater from the pump station at Las Posas Road, down Pancho Road to the WRP.
On September 11, 2019, the Camarillo Sanitary District (District) approved a Professional Services Agreement with HDR Engineering, Inc. (HDR) to conduct a risk assessment of the existing force main and evaluate alternative solutions, including a conceptual design for constructing a secondary pipeline along the entire length between Las Posas Road and the WRP. On August 25, 2021, the District Board of Directors approved a Professional Services Agreement with HDR to provide preliminary engineering design services. The scope included further investigation of design alternatives, preliminary engineering and environmental services for the preferred design.
HDR completed the Pleasant Valley Road Sewer Force Main Preliminary Design Report in June 2025. At the District’s request, HDR also prepared Final Plans and Specifications for an initial first phase of the Project to be expedited in close coordination with the Pleasant Valley Road Bike Lanes Project (ST-5006, CML-5393(036)), located along Pleasant Valley Road between Las Posas Road and the Union Pacific Railroad crossing at East 5th Street. The expedited segment, Phase I, extends from the Sanitary Pump Station No. 3 east approximately 270 linear feet, as shown on the attached Location Map (Attachment 1). The pipeline will be constructed in close coordination with the Pleasant Valley Road Bike Lanes Project to take advantage of the potential opportunity to reduce costs, minimize additional public impacts, and avoid trenching through the newly paved

roadway. The pipeline segment will be installed and capped at both ends, allowing for future connection.
DISCUSSION
Construction Bids
Staff, in coordination with HDR Engineering, Inc. (HDR) prepared the bid documents, including the project plans, specifications, and all addendums (Attachment 2). Staff recommends that the District Board of Directors adopt a resolution approving the plans and specifications for the Project (Attachment 3).
Staff issued a Notice Inviting Bids for the Project on April 25, 2026. On May 21, 2026, the District received seven (7) bids for construction. The lowest bid was determined based on the total bid as summarized in the following table:
Name of Bidder $ Bid Amount

Oxnard, CA Total Bid........$459,970
Estate Design and Construction Inc.
Los Angeles, CA Total Bid........$576,800
U.S. Builders & Consultants

Santa Paula, CA Total Bid........$621,425

Fullerton, CA Total Bid…… $647,725

Oxnard, CA Total Bid…… $906,069
Staff reviewed the low bid submitted by Toro Enterprises, Inc. (Toro) and all associated forms, investigated the contractor, and has determined Toro to be responsive to the bid solicitation. Therefore, staff recommends awarding a construction contract to Toro in the amount of $459,970 (Attachment 4) and authorizing a construction contingency of $92,000 (approximately 20%) for unforeseen additional work, if required, for a total contract authorization of $551,970.
