Camarillo City Council
AGENDA REPORT
Date: June 24, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Bradley Calvert, Community Development Director Subject: Award Professional Services Agreement to Data Ticket for Administrative and Parking Citation Processing and Adjudication Services
BACKGROUND
To ensure the City continues to receive high-quality services at a competitive and cost effective price, the City readvertised for administrative citation processing and adjudication services. These services support greater operational efficiency, streamlined customer service, and improved cost recovery and compliance for the City’s Code Compliance, Animal Services, and Parking Citation programs.
The City currently has an agreement with Data Ticket, Inc. to provide administrative citation processing and adjudication services under Agreement No. 2019-28, which was originally approved by the City Council on April 10, 2019. The agreement has subsequently been amended to address operational needs and extend the contract term, which is currently set to expire on June 30, 2026. A portion of the revenues generated from issued citations offset the costs of the services provided under the agreement.
DISCUSSION
As the existing agreement approaches expiration, the City conducted a new solicitation process to evaluate available service providers and ensure the continued delivery of high- quality services at a cost-effective value to the City.
Following the close of the Request for Proposals (RFP) process, an evaluation panel consisting of representatives from various City departments and the Camarillo Police Department was assembled to review and assess the three proposals received.

The evaluation panel reviewed each proposal based on compliance with the RFP requirements, qualifications and experience, references, staffing resources, proposed costs, project schedule, and scope of services.
As part of contract negotiations, staff worked with Data Ticket to enhance customer service capabilities by adding a dedicated customer service line that provides callers with direct access to a live representative in addition to the existing automated phone system.
The enhanced service is intended to improve responsiveness and provide additional assistance for residents with questions related to citation processing and adjudication services. The additional cost for this service enhancement is $200 per month and has been incorporated into the proposed agreement amount.
Based on the panel’s evaluation, staff recommend approval of a Professional Services Agreement (PSA) with Data Ticket, Inc. for an initial period of three (3) years, and up to two (2) additional one-year periods, in an amount not to exceed $145,200. Staff’s recommendation is based on Data Ticket’s demonstrated performance under the current agreement, extensive experience providing administrative citation processing and adjudication services, and proven ability to meet the City’s operational needs. In addition to its longstanding partnership with the City of Camarillo, Data Ticket maintains established working relationships with the Cities of Ventura and Port Hueneme, providing similar administrative citation processing and adjudication services.
