Camarillo City Council

AGENDA REPORT
Date: June 24, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Acceptance of Congestion Mitigation and Air Quality Improvement Program Grant for the Mountain Fire Adaptive Signal Infrastructure Improvement Project

BACKGROUND
The Congestion Mitigation and Air Quality (CMAQ) Improvement Program is a federally funded initiative administered through Caltrans that supports local agencies in implementing projects aimed at reducing transportation-related emissions and improving air quality. The program encourages jurisdictions to analyze traffic patterns, identify high emission corridors, and implement targeted strategies – such as signal optimization and active transportation enhancements to reduce emissions and improve efficiency.

The Mountain Fire Adaptive Signal Infrastructure Improvement Project will upgrade signalized intersections with AI based adaptive traffic signal controllers and add supercapacitor battery backup systems. The project will improve traffic flow, reduce congestion, and enhance overall system efficiency while improving air quality.

DISCUSSION
The City has been awarded $2,744,000 in grant funding to upgrade 46 signalized intersections with AI based adaptive traffic signal controllers, supercapacitor battery backup systems, and video detection. This project will enhance real-time traffic management, reduce congestion, and improve overall corridor efficiency. In addition, the upgrades will increase system resilience during power outages and support reduction in vehicle emissions by minimizing idle times. The system will also improve emergency response and evacuation operations during wildfire events by reducing gridlock and maintaining signal functionality under stressed conditions.

The total project cost is approximately $3,725,227. The City will contribute $981,227 from the General Fund portion of the Capital Improvement Projects Fund balance, which will cover the local match requirement of 11.47% and remaining project costs. Installation of the new traffic signal controllers and battery backup system will increase public safety,

mobility, and system reliability. This investment will also enhance the City’s ability to maintain traffic operations during power outages and emergency events, including wildfire-related evacuations.

Staff recommends the City Council authorize the City Manager, or his designee, to execute the grant agreement and all related documents necessary to implement the project.
