Camarillo City Council

AGENDA REPORT
Date: June 24, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Oversized Vehicle Parking Restrictions Amendment

BACKGROUND
Camarillo Municipal Code (CMC) Section 11.20.220—Oversized Vehicles—Parking Prohibited—Parking Permits addresses the adverse impacts of on-street parking of large trucks, recreational vehicles (RVs), and other types of oversized vehicles in residential, commercial, and industrial areas of the City. On November 27, 2023, the Transportation and Infrastructure Committee (Committee) directed staff to amend CMC Section

11.20.220 to expand parking prohibitions to additional commercial and industrial areas.

In January 2024, City Council adopted the amended CMC Section 11.20.220 (Attachment 1) via Ordinance 2017 (Attachment 2) to include areas off Pancho Road, Dawson Drive, and Verdulera Street. On May 26, 2026, the Committee considered updating the subject CMC section to prohibit oversized and recreational vehicle parking in all areas of the City. The Committee recommended a proposed ordinance to amend the subject CMC section be considered by the City Council.

DISCUSSION
CMC Section 11.20.220 restricts the parking of any oversized vehicle between the hours of 9 a.m. and 5 p.m., Mondays through Fridays including holidays, upon any street within areas designated on the map included in the CMC section. CMC Section 11.20.220 was last amended in 2024 by Ordinance 2017 to include additional commercial and industrial areas within the City.

Public health and safety concerns have occurred due to the ongoing adverse impacts from on-street parking of RVs and other oversized vehicles throughout many areas of the City, including Pleasant Valley Road, which is not currently included in the restricted area.

The regular or routine parking of large trucks and other oversized vehicles on City streets reduces visibility for vehicles entering and exiting driveways, degrades the general appearance of the residential and business environment and poses serious public health

risks, environmental contamination, and mixed waste accumulation that are detrimental to the general welfare and safety of the community and those using the streets and sidewalks.

Following amendments to the Municipal Code in 2024, the City observed a corresponding increase in overnight oversized vehicle and recreational vehicle parking after 5:00 p.m. and on weekends across all areas of the City, including residential neighborhoods. This parking activity has negatively impacted driver visibility at driveways and contributed to the degradation of safety and environmental conditions in affected business and residential areas. These ongoing concerns necessitate the additional restrictions set forth in the proposed Ordinance.

Significant City resources have been expended to address complaints relating to the parking of oversized and recreational vehicles and to address the discharge of environmental contaminants, to dispose of and clean up large quantities of mixed waste, and to investigate and respond to nuisance activities associated with the parking of oversized and recreational vehicles on City streets for prolonged periods.

The City has also invested considerable resources in programs and initiatives designed to assist and support qualifying individuals who may be impacted by oversized vehicle parking restrictions, including access to temporary and permanent housing and intensive case management services. These efforts reflect the City's commitment to addressing the needs of affected individuals while advancing public health and safety objectives throughout the community.

Staff worked on a further amendment to CMC Section 11.20.220 in coordination with the City Attorney and the Camarillo Police Department to modernize and strengthen the code.

The proposed amendments to CMC Section 11.20.220 (Attachment 3) include the addition of a statutory definition of “recreational vehicle” consistent with the California Health and Safety Code and Vehicle Code; the insertion of “recreational vehicle” alongside “oversized vehicle” throughout all operative provisions; an expansion of the parking prohibition from daytime-only hours to at all times; the inclusion of the City Manager, or designee, as an authority for permit issuance and administration alongside the Police Chief; the addition of specific grounds for permit denial and a formal revocation process with written notice requirements; an appeals provision clarifying that revocations are not stayed pending appeal; and a new violation and enforcement section authorizing enforcement by parking citation, with fines to be established by City Council resolution.

In conjunction with the proposed ordinance amendment (Attachment 4), staff prepared a resolution (Attachment 5) to establish a fine of $100 for oversized vehicle and recreational vehicle parking violations. The current fine of $35 is below the range of comparable jurisdictions in Ventura County, and the proposed amount would bring Camarillo into greater consistency with neighboring cities.

Prior to any enforcement of the Ordinance the City will post signage as required by Vehicle Code section 22507 and provide information on the new parking restrictions to the public.

Implementation of this Ordinance will require updates to existing oversized vehicle parking signage throughout the City. The estimated cost of signage replacement and installation is $15,000.

FISCAL IMPACT
Funds for signage replacement and installation are included in the FY 2026/27 Proposed Budget in the General Fund, Traffic Signal Maintenance Account No. 101-3130-431.35-

71. CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that the proposed ordinance amendment is not subject to CEQA review because it can be seen with certainty that there is no possibility that the amendment will have a significant effect on the environment.
