AGENDA REPORT
Date: June 24, 2026
To: Honorable Mayor and City Councilmembers
From: Rachel Richman, City Attorney
Subject: Sixth Amendment to Employment Agreement with City Manager/District Manager

BACKGROUND
On July 1, 2020, the City and Gregory Ramirez entered into an Employment Agreement – City Manager (“Agreement”), which provided for Mr. Ramirez to commence services as City Manager as of July 1, 2020. The Agreement at Section 2 (b) provides for an annual adjustment in salary in the discretion of the City Council to be effective annually on July

1. The City and Mr. Ramirez have entered into five subsequent annual Amendments to the Employment Agreement.

DISCUSSION
On June 10, 2026, the City Council and District in closed session conducted a performance evaluation as well as contract negotiations for Mr. Ramirez. As a result of that closed session, the City Council is considering a Fifth Amendment to the Employment Agreement providing for a salary increase of 7%.

The proposed Sixth Amendment to Employment Agreement will increase the salary of the City/District Manager by 7% from $326,351 to $349,196 to be effective July 1, 2026.

The new salary is also within the range of city manager salaries in Ventura County, and the increase is consistent with the average salary increase of all employees within the City. This increase will also have a corresponding total increase to the Manager’s benefits in the amount of $213,460 annually.

All other employment benefits as offered from the prior years and as further described in the Agreement and its Amendments remain unchanged.

In accordance with Government Code section 54953(c), the City Council must receive
