Subject: Resolution Placing Direct Assessments on the Ventura County Secured Property Tax Roll FY 2026/27 for Delinquent Utility Balances
BACKGROUND
On February 8, 1995, the Board of Directors adopted Ordinance No. 49 which provides the authority for delinquent sewer charges to be placed on the Ventura County Secured Property Tax Roll.
DISCUSSION
This year, there were 56 accounts initially earmarked to be placed on the tax roll. As of this date, there are fifteen delinquent sewer accounts reflected in the Resolution being presented, as 39 delinquent accounts have since been paid in full and 2 have entered payment extension arrangements. These fifteen accounts are being placed on the tax roll for services incurred by the property owner that are delinquent, as authorized by the Ordinance.
On April 29, 2026, notifications were mailed, both by U.S. first class and certified mail, to all customers pending this action. The notification informed those customers that there would be a public notice published twice in the newspaper, and a public hearing would be held for the purpose of placing their delinquent utility account on the Ventura County Secured Property Tax Roll for collection. The names and balances due to the Camarillo Sanitary District were published in the local newspaper on May 30, 2026 and June 6, 2026.
FISCAL IMPACT
The Camarillo Sanitary District may receive delinquent utility payments, from the Ventura County Tax Collector, for accounts that are past due totaling $17,195.32 as part of the Secured Property Tax Collections in December and April.
