Executive Summary
FY 2026-2031 Capital Improvement Program
Dear Honorable Mayor and Councilmembers:
The Five-Year Capital Improvement Program (CIP) for Fiscal Years (FY) 2026- 2031 includes planned capital improvement projects for a five- year period in the categories of transportation, water, sanitary, storm drainage, buildings and grounds, housing, and information technology. The CIP includes 87 projects totaling approximately $438 Million over the five-year period. The CIP has 13 new projects and 18 projects are identified as future projects that are anticipated to start beyond Year 5 of the CIP .
In alignment with the City Council Strategic Plan Goals and Objectives, particularly those related to Fiscal Management, Environmental, Transportation, and Resource Management, staff previously worked with Council to develop a comprehensive model for prioritizing projects in the CIP to align and allocate resources with adopted City Council Strategic Plan Goals and Objectives. The objective specific to each project is listed on the corresponding project detail sheet.
This CIP cycle reflects the City Council's commitment to innovation, operational excellence, and responsive customer service. For the first time, the CIP includes a dedicated Information Technology section that identifies strategic investments in cybersecurity, enterprise applications, digital services, asset management, public safety technology, and critical technology infrastructure. These projects support the City's goals of improving service delivery, increasing organizational efficiency, enhancing transparency and data-driven decision-making, and ensuring Camarillo remains well-positioned to meet the evolving needs of residents and businesses. Also included in this CIP is the City's grant -funded housing project to construct a mixed-use development featuring multifamily residential units reserved for very low-income households.
The Five-Year CIP for FY 2026-2031 reflects the Council’s priorities and maximizes the use of available capital funds to advance capital projects in pursuit of the City Council’s vision for a sustainable, resilient, and thriving community – for today’s residents and future generations.
Sincerely,
Greg Ramirez
City Manager

Description The four welded steel reservoirs were inspected and it was determined that the coatings are serviceable. In addition, structural issues and geotechnical concerns were identified, which could lead to the reservoirs failing during a seismic event. An application for a FEMA grant was submitted in September 20025 to replace Reservoirs 1 and 2. The estimated construction cost is $20 million, which will require a 25% grant match of $5 million.
