RESOLUTION NO. 2026-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CAMARILLO REAFFIRMING THE CONTINUING STAGE 1

WATER SUPPLY CONDITION IN THE CITY OF CAMARILLO

PER THE WATER SHORTAGE CONTINGENCY PLAN AND
CAMARILLO MUNICIPAL CODE SECTION 14.12.030
The City Council of the City of Camarillo resolves as follows:

SECTION 1. Findings. The City Council of the City of Camarillo finds and declares as follows:

A. On January 12, 2022, the City Council declared a Stage 2 Water Supply Condition, finding that a water supply shortage or threatened shortage existed and that implementation of the Stage 2 Water Supply Condition was necessary to reduce consumer demand and appropriately respond to existing water supply conditions. This declaration implemented the applicable Stage 2 water conservation measures set forth in Camarillo Municipal Code (CMC) Chapter 14.12.

B. On June 28, 2023, the City Council approved a transition down to a less- stringent Stage 1 Water Supply Condition in accordance with orders and declarations from the Governor, state agencies, and local agencies repealing or rescinding urgency conservation measures, and implemented the applicable Stage 1 water conservation measures set forth in CMC Chapter 14.12.

C. On June 24, 2026, the City Council adopted the 2025 Water Shortage Contingency Plan (WSCP), which defines water shortage stages, corresponding staged response actions, and demand reduction targets and measures.

D. On June 24, 2026, the City Council introduced an Ordinance to amend CMC Chapter 14.12 to incorporate the WSCP by reference and remove codified stages and water conservation measures from the Municipal Code.

E. Amended CMC Chapter 14.12(B)(ii)(a) allows the City Council to invoke the WSCP upon a finding and determination that invocation is prudent to enhance or preserve the water supply, based upon relevant factors such as current or projected water supply levels, drought conditions, regional or statewide advisories, infrastructure constraints, wholesale supplier directives, or other circumstances affecting water supply availability or continued provision of reliable water service.

F. Amended CMC Chapter 14.12(B)(ii)(b) allows the City Council to invoke the WSCP upon a finding and determination that invocation is necessary to comply with federal or state mandates, laws, or regulations.

G. The City Council finds that regulatory requirements to encourage water conservation are essentially unchanged from conditions in June 2023 and intends for the Stage 1 Water Supply Condition approved on June 28, 2023, to remain in effect under the amended CMC Chapter 14.12 and 2025 WSCP.

6 SECTION 2. WSCP Invocation and Continuance of Stage 1 Water Shortage Condition. The City Council finds and determines that invocation of the WSCP and continuance of the Stage 1 Water Supply Condition remains necessary to comply with state and local water conservation mandates.

The City Council additionally finds that invocation of the WSCP and continuance of the Stage 1 Water Supply Condition is prudent to enhance or preserve the water supply, based upon relevant factors including to help the City comply with State mandated long term water conservation requirements as part of Conservation as a Way of Life regulatory framework enacted from Senate Bill 606 and Assembly Bill 1668.

The permanent water conservation measures in CMC Section 14.12.040 remain in effect.

SECTION 3. CEQA Determination. The City Council finds that the adoption of this Resolution is not subject to the California Environmental Quality Act (CEQA) pursuant to the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, sections: 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment); 15060(c)(3) (the activity is not a project as defined in Section 15378); 15061(b)(3), because the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment; and the Class 7 (15307) and Class 8 (15308) categorical exemptions as actions taken by agencies for the protection of natural resources and the environment because the reaffirmation of the Stage 1 measures will ensure that water use in the City is consistent with current water supplies and drought conditions.”
The City Council additionally finds the adoption of this Resolution to be exempt from CEQA requirements pursuant to Water Code Section 10652.

SECTION 4. The City Clerk shall certify the adoption of this Resolution.

PASSED AND ADOPTED on June 24, 2026.
