Hueneme Road Widening - Phase I
Hueneme Road (Edison Drive to Rice Avenue)
Roadway Improvements on Hueneme Rd from Edison Dr to 122' e/o Rice Ave in the Oxnard Plains area.

Project Justification
Hueneme Road is a two-lane roadway, originally constructed in 1917, and provides freight access to the Port of Hueneme. Hueneme Road is part of the National Highway System and the primary truck route between US101 and the Port of Hueneme known as the Hueneme Road – Rice Avenue Corridor. The County’s portion of Hueneme Road, between Edison Drive and Rice Avenue, has the second highest percentage of truck traffic along the freight corridor to the port, with Rice Avenue identified as the highest, according to a 2008 Cities of Port Hueneme/Oxnard Truck Traffic Study prepared by the Southern California Association of Governments (SCAG). It is listed Project Funded by Highway Infrastructure Program (HIP - Federal Grant), Traffic Impact Mitigation Fees (TIMF), Transportation Corridor Enhancement Program (TCEP), Surface Transportation Improvement Program (STIP) and Road Fund

Saticoy Pedestrian Improvement Project
On Various Roads in the Saticoy Area
The project is to install pedestrian improvements such as sidewalks, curbs, gutters, ADA ramps, crosswalks, curb extensions, Rectangular Rapid Flashing Beacons (RRFBs), a class I bike path, and other infrastructure elements to improve safety for pedestrians to walk around Saticoy. Improvements that will allow the older adults to cross from northern Saticoy to the southern section, for children to go to the library for tutoring, the Boys’ and Girls’ Club to play with friends, and for people with disabilities to go to a restaurant.

This project closes gaps in pedestrian access from the residential area of Saticoy to the commercial district. This project will allow all users to enjoy active transportation with the benefit of increasing the community’s health.

Project Justification
Project is a derivative of the County's Active Transportation Program. The Ventura County Active Transportation Plan is a master plan and policy document aiming to increase active transportation use, improve community health and safety, reduce vehicle miles traveled, and reduce greenhouse gas emissions in the County.

Project Funded by Active Transportation (ATP) and Surface Transportation Block (STBG) Grants & Road Fund

Las Posas Rd & E. Fifth Street Intersection Improvements Intersection of Las Posasa Road and East Fifth Street
Intersection Improvements on Las Posas Road at E. Fifth Street (SR 34). Construct raised medians; construct pavement delineation, striping and signing; signal modifications; replace longer single railroad gate with two shorter gates for southbound traffic.

Project Justification
The intersection is noted as having a high number of collision resulting in some fatalities. In 2015 the CPUC requested a meeting with the County's Roads & Transportation department, the Railroad and Caltrans to implement a project to enhance safety at the intersection. CPUC has offered to support and provide funding for the project. Safety Improvement such as this project is consistent witht he County General Plan, Circulation, Transportation and Mobility, specificall CTM-2.4 Transporation System Safety & CTM-2.29 Railroad Safety Assessments.

Rumble Strip and Curve Warning Sign Project
Various roads in the Unincorporated County
Systemic improvements to mitigate run-off road, hit object, head-on collisions, and side-swipes, by installing edgeline and/or centerline rumble strips and/or curve warning signs, on mid-block segments of County Maintained Roadways.

Project Justification
Data from the County's Local Roadway Safety Plan showed that the crash type with the highest percentage of collisions is the “Hit Object” crash type with 35.7% of all collisions in the County. With “Sideswipe” collision types at 4th highest with 13.0%, “Overturned” collision types at 5th highest with 5.0%, and “Head-on” collision types at 6th highest with 4.2% of all the collisions. The proposed project will address all of these collisions, which is attempting to address over 50% of all collisions in the unincorporated County of Ventura. The project is consistent with County General plan Circulation, Transportation and Mobility Element CTM-2.4 Transporation System Safety - The County shall strive to provide safe operating conditions for all appropriate modes and uses of County roadways.
