Comments I believe it is important to put on the public record, before this council and this community, the atrocities that are happening in our own country. There will come a time when many people sitting on this dais, and many others in positions of power, will claim they were against all of this the whole time. But when that day comes, there should also be a public record showing who actually spoke up, who took action, and who chose to remain silent while these abuses were happening in real time.

I understand that this council does not have the authority to stop what the federal government is doing. But I am also not willing to pretend that your only option is to do absolutely nothing. You may not have direct control over federal
immigration enforcement, but you do have the power to speak, to condemn, to advocate, to demand accountability, and to stand publicly with the people in this community who are being harmed.
1 As of Monday, June 22, the number of reported ICE abductions in the 805 area code has reached 2,186. In Ventura County, that number is now 1,048. In Camarillo alone, it is 501. These are not abstract figures. These are our neighbors, our coworkers, parents, workers, and members of this community being
disappeared into detention.

And what is happening inside those detention centers should horrify every person in this room.

Recently, a U.S. Senator spoke publicly about a bipartisan investigation into medical abuse in ICE detention. That investigation found that women detained in Georgia were subjected by a DHS-contracted doctor to excessive, invasive, and often unnecessary gynecological surgeries and procedures, with repeated failures to obtain informed medical consent.

The subcommittee interviewed more than 70 witnesses and reviewed over 540,000 pages of records. Their findings point to a grotesque abuse of power and a federal government that has failed to uphold even the most basic standards of human rights and bodily autonomy.

And this is not some horrifying new chapter detached from our past. This country has a long and shameful history of
subjecting women of color to medical abuse, reproductive violence, and violations of bodily autonomy—from forced sterilizations to medical experimentation to coerced procedures carried out without meaningful consent. The fact that women in immigration detention are still being subjected to this in our lifetime is not just disturbing; it is an indictment of a country that has learned nothing from its own history.

Worse, it is an indictment of the people among us who sit in positions of power, watch it happen, and allow it to continue through silence, cowardice, and inaction.

So I am asking this council: what will your record show? That while these abuses were documented, while families in your own city were being taken, while women in detention were subjected to medical abuse without consent, you stayed quiet because it was easier? Or will there be a record that you used your position, however limited, to say clearly that this is wrong and that Camarillo will not be complicit through silence? History is full of people who later insist they opposed cruelty after it was politically safe to do so. This is the moment where your record is actually being written. And silence is also a choice.
