Camarillo City Council

AGENDA REPORT
Date: July 8, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mark Uribe, Director of Finance
Subject: Amendment to Professional Services Agreement with HDL Coren and Cone for Property Tax Consulting.

BACKGROUND
HDL Coren & Cone was founded in 1993 and provides property tax consulting services to more than 190 California cities, counties, and other local agencies, including several jurisdictions within Ventura County. The City entered into an agreement with HDL Coren & Cone in March 2008 to provide property tax consulting services and amended the agreement in June 2015 to expand the scope of services to include property tax audit services.

DISCUSSION
Property tax revenue is the City's largest General Fund revenue source and a critical component of funding essential municipal services. Ongoing monitoring, analysis, and auditing of property tax allocations are necessary to ensure the City receives all revenues to which it is entitled, identify and resolve allocation discrepancies, and provide executive management with timely information regarding property tax trends and economic conditions affecting the City's fiscal outlook.

To ensure the continued delivery of these specialized services, staff recommends amending the agreement with HDL Coren & Cone commencing in June 2026 and auto renewing each year. The annual amount will be adjusted by the lesser of the percentage change in the California Consumer Price Index for All Urban Consumers or five percent (5%). The amended agreement will allow HDL Coren & Cone to continue providing property tax consulting, revenue monitoring, and audit services to maximize property tax revenues and support the City's long-term financial planning.

FISCAL IMPACT
Funds for the annual Property Tax Consulting Services are included in the General Fund, Finance Department budget, Account No. 101-1501-415.32-01.
