Camarillo Sanitary District

AGENDA REPORT
Date: July 8, 2026
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Water Reclamation Plant Upgrades Project Workshop

BACKGROUND
The Wastewater Master Plan (WWMP), adopted by the Camarillo Sanitary District (CSD) Board in July 2022, detailed the condition of the wastewater collection and treatment infrastructure and identified alternatives for necessary upgrades to the Water Reclamation Plant (WRP). This initiated additional work to evaluate various WRP upgrade alternatives. The WRP Upgrades Program (Program) represents one of the most significant infrastructure investments in the City and CSD's history. The complexity of wastewater treatment facility design, construction sequencing requirements to maintain continuous operations, and regulatory compliance considerations calls for an internal governance team (GovTeam) bringing leadership together with subject matter experts from various City Departments and consultants consisting of: a financial consulting team (Fieldman Rolapp & Associates) to develop a funding capacity study and financial roadmap to fund the necessary WRP upgrades, Utility Rates experts (Raftelis) that will study the costs of WRP and non-WRP projects and impacts on rates, and Jacobs Project Management Company (Jacobs) providing independent oversight as the Owner’s Advisor and technical advisor to protect CSD’s interests throughout the Program.

Through a workshop format, the CSD Board will receive an overview of the roles and responsibilities of the Program teams, as well as an outline of the framework making up the major elements in the first phase of the overall WRP program.

DISCUSSION
The size and complexity of the Program requires input, direction and resources from various City departments via the GovTeam which is comprised of members from the City Manager’s Office, Public Works, Finance and Administrative Services. The following consultants have been retained to support and assist the GovTeam and provide specialty services:

Jacobs Project Management Company – Program Manager/Owner Advisor, will identify and evaluate affordability pathways, and recommend implementable options for the City’s consideration that align with the Council-authorized rate structure.
Fieldman Rolapp & Associates – Financial Consultants to develop a long-range financial plan and capacity study to ensure program funding. Raftelis – Rate consultant to evaluate and advise on the effectiveness of current and future rates.
RMG Communications – Development of the WRP Outreach Strategy and Plan.

Building on the previous work performed, Jacobs will further develop WRP upgrade alternatives and an overall program to implement the selected improvements. Jacobs’ efforts are organized into: current Phase 1a which will result in the CSD Board selecting a preferred WRP upgrades alternative and procurement method; future Phase 1b where the Program will be designed and procured; followed by Phase 2 for construction oversight and commissioning of the WRP upgrades. Phase 1a includes an affordability approach to exploring all possible options to optimize the use, and reuse, of all City water resources to ensure long term reliability, resilience and sustainability.

As part of this effort, the Program will be guided by a One Water approach, an integrated water management strategy that views drinking water, wastewater, recycled water, and stormwater, as interconnected resources rather than separate systems. This framework allows the City to evaluate opportunities to optimize the use and reuse of all available water resources, improve long-term water supply reliability and resilience, reduce dependence on imported water, and identify cost savings that can help offset major infrastructure investments
A unique branding and outreach effort for the Program will ensure transparency, public engagement and distribution of information. The communication and core messaging framework strategy will be established during Phase 1a of the Program and carry on throughout its life.

Regulatory compliance is a significant factor in the consideration of existing WRP operations and future improvements. The Program is impacted by permitting requirements from several different regulatory entities that must be considered and accounted for during Phase 1a.

To ensure a fiscally viable Program, various funding and financing options are being evaluated by Fieldman including state and federal programs, along with bonds and grants. Raftelis is evaluating the impacts on the CSD rate structure for the various funding options being explored. All planned CSD capital projects are being taken into consideration to determine any resulting impacts associated with the funding options.

Jacobs’ Phase 1a efforts are underway, working closely with the GovTeam and focusing on program management, technical studies, environmental and regulatory compliance, Water Reclamation Plant Upgrades Project Workshop
