Camarillo City Council
AGENDA REPORT

To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager

Subject: No Stopping Except by Permit Restriction on El Capitan Place and El Corazon Court
BACKGROUND
The residential neighborhood located north of Mission Oaks Boulevard and directly across from the main driveway into Adolfo Camarillo High School (ACHS) experiences traffic and parking impacts during student drop-off and pick-up times. An existing No Parking restriction between 9:00 a.m. and 10:00 a.m. on weekdays has been in place for many years on the neighborhood streets as shown on the map in Attachment 1. A permit program to allow resident parking during the restricted period was authorized with the original No Parking restriction and has been administered by staff in coordination with the Camarillo Police Department (VCSD).
Over the years, additional measures have been implemented to reduce the use of the neighborhood streets for student parking, drop-off and pick-up. The City reconfigured the lane lines and installed signs on both sides of Mission Oaks Boulevard in front of ACHS to create student drop-off and pick-up zones, and Oxnard Union High School District (OUHSD) increased the number of spaces in the western student parking lot. While these measures have reduced the impacts on neighborhood streets, they have not eliminated it, with non-resident vehicles continuing to use the area for student pick-up and drop-off.
El Capitan Place, El Corazon Court and Refugio Court (a private street) receive the most traffic as there is a pedestrian walkway connecting those streets out to the sidewalk on Mission Oaks Boulevard near the crosswalk to ACHS. Afternoon traffic impacts are significantly more than mornings, with vehicles arriving 30 to 40 minutes before school dismissal and waiting in place, often blocking driveways, double parking, obstructing emergency vehicle access, and creating other impacts within the neighborhood.
Residents from El Capitan Place, El Corazon Court and Refugio Court have recently discussed their concerns regarding the traffic impacts with the City, VCSD and OUHSD. Staff from each agency have discussed potential solutions with OUHSD agreeing to investigate the feasibility of establishing a formal student drop-off and pick-up area at the upper ACHS parking lot near the pool, and the City exploring a No Stopping restriction on the affected public streets. 2026, the City’s Transportation and Infrastructure Committee reviewed the traffic impacts and potential solutions and directed staff to present a No Stopping restriction for City Council consideration.
DISCUSSION
In response to the traffic and parking concerns in the residential area across from ACHS, staff recommends establishing a No Parking Except by Permit restriction on El Capitan Place and El Corazon Court during school hours as shown on the map in Attachment 2. The proposed resolution (Attachment 3) rescinds the prior resolutions that established the current one-hour no parking restriction on all included neighborhood streets, establishes the described No Parking Except by Permit restriction, and authorizes the administration of a residential preferential parking permit program for El Capitan Place and El Corazon Court. Refugio Court is a private street and not included in the proposed no parking restriction or parking permit program. The recommended action is in accordance with California Vehicle Code Section 22507.
The proposed No Stopping Except by Permit restriction will be from 7:00 a.m. to 4:00 p.m., Monday through Friday, school days only (excluding school holidays and non-attendance days per the OUHSD school calendar). The restriction will become effective when signs are installed on the streets which is expected to occur in time for the first day of school on August 12, 2026.
Enforcement by VCSD will initially include warnings to inform violators of the restriction before citations are issued. Staff will monitor the effectiveness of the no parking restriction and permit program and return to City Council if modifications are recommended such as expanding the limits of the restriction.
The proposed resolution authorizes the administration of a residential preferential parking program to permit residents on El Capitan Place and El Corazon Court to stop and park on those streets. An online permit application and renewal process will be implemented with up to three permits issued per address along with up to three guest permits. Staff will determine a reasonable time period for permits to be effective along with a permit replacement and renewal notification process. All residents on El Capitan Place and El Corazon Court will be notified of the no parking restriction and permit program before the restriction becomes effective and all other residents within the existing one-hour restriction area will be notified of the restriction removal. Staff will also coordinate with OUHSD to ensure parent communications regarding the No Stopping restriction are distributed prior to the first day of school.

CEQA DETERMINATIONS
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that the establishment of a preferential parking program and modification of existing parking restrictions will not have a significant effect on the environment.
RECOMMENDATION
1. Find the establishment of a preferential parking program and modification of existing parking restrictions exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and
2. Adopt a Resolution rescinding Resolutions 98-211, 1999-70, and 2000-87; and establishing a no stopping except by permit restriction and residential preferential parking program on El Capitan Place and El Corazon Court.
