ORDINANCE NO.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CAMARILLO

ESTABLISHING REDUCED SPEED LIMITS ON PASEO CAMARILLO, TEMPLE

AVENUE, AND FLYNN ROAD PURSUANT TO CALIFORNIA VEHICLE CODE SECTIONS 22358.6 AND 22358.7
The City Council of the City of Camarillo ordains as follows:

SECTION 1. Findings. The City Council finds as follows:

A. AB 43, effective July 1, 2024, added Section 22358.7 to the California Vehicle Code, permitting local agencies flexibility to reduce speed limits. Section 22358.7 allows the City to reduce speed limits by five miles per hour in designated safety corridors, after completing an engineering and traffic survey and finding that the speed limit is still more than is reasonable or safe.

B. Upon the basis of an Engineering and Traffic Survey dated August 1, 2024, it has been determined that a speed limit of 30 mph is appropriate for Paseo Camarillo between Carmen Drive and Lantana Street. The 85th percentile speed of 37 mph rounds to 35 mph. A five-mph reduction is applied under CVC §22358.7 (AB 43) due to high pedestrian activity along the corridor, with pedestrians crossing to commercial areas, returning to residences, and using the area for exercise. The corridor is designated in the City’s Bicycle Master Plan for future bike lanes. The reduction maintains speed limit consistency with the adjacent segments to the west.

C. Upon the basis of an Engineering and Traffic Survey dated August 2, 2024, it has been determined that a speed limit of 30 mph is appropriate for Paseo Camarillo between Lantana Street and Rosewood Avenue. The 85th percentile speed of 34 mph rounds to 35 mph. A five-mph reduction is applied under CVC §22358.7 (AB 43) due to high pedestrian activity along the corridor consistent with the adjacent mixed-use corridor to the east. The corridor serves commercial and office businesses on the south side and apartments on the north side and is designated in the City’s Bicycle Master Plan for future bike lanes.

D. Upon the basis of an Engineering and Traffic Survey dated August 13, 2024, it has been determined that a speed limit of 30 mph is appropriate for Paseo Camarillo between Rosewood Avenue and its western terminus. The 85th percentile speed is 30 mph, which rounds directly to 30 mph under CVC §22358.6. This two-lane roadway with no marked centerline is flanked by apartments and townhomes on both sides and is designated in the City’s Bicycle Master Plan for future bike lanes. Reducing this segment ensures a uniform 30 mph speed limit throughout Paseo Camarillo.

E. Upon the basis of an Engineering and Traffic Survey dated August 28, 2024, it has been determined that a speed limit of 35 mph is appropriate for Temple Avenue between Ponderosa Drive and Las Posas Road. The 85th percentile speed of 41 mph rounds to 40 mph. A five-mph reduction is applied under CVC §22358.7 (AB 43) due to pedestrian activity including students crossing mid-block at a school crossing at Temple Avenue and Los Nogales Street served by an assigned crossing guard. The segment provides striped bicycle lanes along both sides.

F. Upon the basis of an Engineering and Traffic Survey dated April 7, 2026, it has been determined that a speed limit of 40 mph is appropriate for Flynn Road between Upland Road and Avenida Acaso. The 85th percentile speed is 44 mph northbound and 44 mph southbound, rounding to 45 mph. A five-mph reduction is applied under CVC §22358.7 (AB 43) due to the concentration of pedestrian activity from vulnerable users including children, elderly residents, and families accessing Pitts Ranch Park. Pedestrian counts at Flynn Road and Calle Brisa approach 100 crossings per day on weekends. An existing school crosswalk with a flashing beacon serves La Mariposa School at Calle Cancun, and a Rectangular Rapid Flashing Beacon (RRFB) with high-visibility crosswalk striping and yield pavement markings is planned for installation at Flynn Road and Calle Brisa.

G. Upon the basis of an Engineering and Traffic Survey dated April 7, 2026, it has been determined that a speed limit of 40 mph is appropriate for Flynn Road between Avenida Acaso and Adolfo Road. The 85th percentile speed is 44 mph, rounding to 45 mph. A five-mph reduction is applied under CVC §22358.7 (AB 43) to maintain a uniform 40 mph speed limit throughout the Flynn Road corridor from Upland Road to Adolfo Road, consistent with the adjacent segment to the north. The corridor transitions from light industrial land uses to all industrial approaching Adolfo Road with multiple commercial driveways.

H. The speed limits established herein are in conformance with California Vehicle Code requirements for setting speed limits and will facilitate orderly vehicular traffic movement and will be reasonable and safe.

SECTION 2. Notice of Speed Limits.Prior to the issuance of citations, signs giving reasonable notice of the prohibitions contained in this ordinance will be erected within the City as required by Vehicle Code section 21359 and Section 11.16.010 of the Camarillo Municipal Code.

SECTION 3. Speed Limit. Paseo Camarillo shall be posted with 30 mph speed limits between Carmen Drive and Lantana Street.

SECTION 4. Speed Limit. Paseo Camarillo shall be posted with 30 mph speed limits between Lantana Street and Rosewood Avenue.

SECTION 5. Speed Limit. Paseo Camarillo shall be posted with 30 mph speed limits between Rosewood Avenue and its western terminus.

SECTION 6. Speed Limit. Temple Avenue shall be posted with 35 mph speed limits between Ponderosa Drive and Las Posas Road.

SECTION 7. Speed Limit. Flynn Road shall be posted with 40 mph speed limits between Upland Road and Avenida Acaso.

SECTION 8. Speed Limit. Flynn Road shall be posted with 40 mph speed limits between Avenida Acaso and Adolfo Road.

SECTION 9. Supersession. The speed limits set forth herein shall supersede any speed limits previously established for these street sections and any portion of any previous resolution or ordinance in conflict is hereby repealed.

SECTION 10. CEQA Determination. For purposes of the California Environmental Quality Act (Public Resources Code Section 21000, et seq.), a “project” is defined in State CEQA Guidelines Section 15378 (a) as “the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment”. The City Council hereby finds that the action to adopt this ordinance will not result in any reasonably foreseeable change in the environment and thus is not a project subject to the requirements of CEQA.

SECTION 11. Severability. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision will not affect the validity of the remaining portions of this ordinance. The City Council hereby declares that it would have adopted this ordinance, and each section, subsection, subdivision, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional.

SECTION 12. Publication. The Acting City Clerk is directed to certify the adoption of this ordinance and cause the same to be published in the manner required by law.
