RESOLUTION NO. 2026-___
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMARILLO
ESTABLISHING A NO STOPPING EXCEPT BY PERMIT RESTRICTION
AND RESIDENTIAL PREFERENTIAL PARKING PROGRAM ON EL
CAPITAN PLACE AND EL CORAZON COURT WITHIN THE ADOLFO
GLEN TRACT; REMOVING EXISTING ONE -HOUR PARKING
RESTRICTIONS ON AVENIDA GAVIOTA, ANGUILA PLACE, PLACITA BUENA ROSA, VIA MARQUESA, AND CALLE MAPACHE; AND
RESCINDING RESOLUTIONS 98-211, 1999-70, AND 2000-87
The City Council of the City of Camarillo resolves as follows:
SECTION 1: The City Council of the City of Camarillo finds and declares as follows:
A. That non-resident vehicles using El Capitan Place and El Corazon Court within the Adolfo Glen residential neighborhood (Tract 4981) for student pick-up and drop-off during Adolfo Camarillo High School hours creates conditions that block residential driveway s, obstruct emergency vehicle access, and negatively impact the quality of life of neighborhood residents; and
B. California Vehicle Code Section 22507(a) authorizes local authorities to prohibit or restrict the stopping, parking, or standing of vehicles on certain streets during all or certain hours of the day by ordinance or resolution, and to designate certain streets upon which preferential parking privileges are given to residents under a permit program; and
C. The City Council previously established one-hour No Parking restrictions within the Adolfo Glen tract through Resolutions 98-211 (1998), 1999-70 (1999), and 2000-87 (2000), and wishes to consolidate and update those restrictions in a single resolution; and
D. The City Council finds that establishing a No Stopping Except by Permit restriction on El Capitan Place and El Corazon Court during school hours, combined with a formal Residential Preferential Parking Program, will address the documented conditions, lower the potential for traffic conflicts, support emergency vehicle access, and be in the best interests of the residents and the motoring public; and
E. The City Council further finds that removing the existing one -hour No Parking restrictions from Avenida Gaviota, Anguila Place, Placita Buena Rosa, Via Marquesa, and Calle Mapache is appropriate at this time, as conditions on those streets do not currently warrant a restriction.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CAMARILLO DOES RESOLVE AND ORDER AS FOLLOWS:
SECTION 2 Resolutions No. 98-211, No. 1999-70, and No. 2000-87 are hereby rescinded and replaced in their entirety by this Resolution. Any portion of any previous resolution in conflict with this resolution is hereby repealed.
SECTION 3. Removal of Existing Restrictions. All one-hour No Parking restrictions previously established on Avenida Gaviota, Anguila Place, Placita Buena Rosa, Via Marquesa, and Calle Mapache within the Adolfo Glen tract are hereby removed. The Department of Public Works is directed to remove all existing No Parking signs on those streets.
SECTION 4. No Stopping Except by Permit Restriction. No Stopping Except by Permit signs shall be posted on both sides of the roadway on El Capitan Place and El Corazon Court. The restriction shall apply between the hours of 7:00 a.m. and 4:00 p.m., Monday through Friday, on school days only, as defined by the Oxnard Union High School District school calendar for Adolfo Camarillo High School, excluding school holidays and non -attendance days. The restriction shall take effect on the first day of the 2026– 2027 Adolfo Camarillo High School academic year.
SECTION 5. Sign Installation. The Department of Public Works is directed to install CA MUTCD-compliant No Stopping Except by Permit signs on El Capitan Place and El Corazon Court prior to the effective date. This restriction shall not be enforced until such signs are in place. All existing No Parking signs on El Capitan Place and El Corazon Court shall be removed concurrently with the installation of the new signs.
SECTION 6. Residential Preferential Parking Program. A Residential Preferential Parking Program (RPPP) is hereby formally established for El Capitan Place and El Corazon Court pursuant to CVC Section 22507. The program shall operate as follows:
(a) Eligibility. Permits shall be issued only to persons whose legal address is on El Capitan Place or El Corazon Court.

Each eligible household that has been issued at least one resident permit may also receive up to three (3) guest permits. Guest permits shall be displayed on the vehicle dashboard during the restricted period and are valid for use by any guest of the permit holder.
(d) Permit Term. A reasonable time period for permits to be effective along with a permit replacement and renewal notification process will be determined. (e) Permit Tracking and Replacement. All permits shall be tracked by household address and vehicle license plate. Each household may request one (1) replacement permit per year.
(f) Fee. No fee shall be charged for permits.
(g) Administration. The program shall be administered by the Public Works Department in coordination with the Ventura County Sheriff’s Department. (h) Transition. Existing permits issued under the prior informal program are hereby superseded. The Public Works Department shall contact existing permit holders and issue new permits under this formal program prior to the effective date of the restriction.
SECTION 7. Enforcement. The Ventura County Sheriff’s Department is authorized to enforce this restriction. VCSD will initially issue warnings to inform violators of the restriction before citations are issued.
