Camarillo City Council
AGENDA REPORT
Date: August 12, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Second Amendment to Pricing Agreement 2021-113B with Governmentjobs.com dba NEOGOV
BACKGROUND
On May 21, 2021, the City entered into a three-year agreement with Governmentjobs.com (NEOGOV) in the amount of $51,221.63 for an integrated applicant tracking, onboarding, and performance appraisal system.
On March 27, 2024, the City Council approved Amendment No. 2021-113A with NEOGOV to extend the software licensing for an additional five years in the amount of $127,291.77, for a total agreement not to exceed amount of $178,513.40.
The City's Purchasing Policy authorizes the use of cooperative purchasing agreements competitively solicited by other public agencies. The services included in this amendment are procured through NEOGOV's Region 14 contract #159698, offered through the OMNIA Partners purchasing cooperative, of which the City is a participating member.
DISCUSSION
The City uses NEOGOV’s Insight (applicant tracking) and Onboard (onboarding) modules to support recruitment and onboarding activities. The City also licenses the Perform module for employee performance management. While Insight and Onboard are operational, opportunities remain to refine business processes, streamline workflows, and more fully leverage available functionality.
The original implementation of this system established the system’s core configuration.
However, the City’s processes continue to evolve, and the existing agreement does not include specialized consulting and configuration, which is now needed. The Human Resources Department is requesting professional consulting services to bring the City's

configuration in line with current industry best practices, improve staff efficiency, and maximize the value of the City's existing software investment.
The requested consulting services include two components:
1. Business Process Review (Insight and Onboard): A comprehensive review of the City's recruitment and onboarding operations, spanning Insight, Onboard, Reporting and Analytics, and Preboarding. NEOGOV will evaluate current workflows, identify process improvement opportunities, recommend system configuration enhancements, and provide targeted staff training to optimize end- to-end recruiting and onboarding, improve reporting capabilities, and strengthen the user experience.
2. Perform Module Consulting: The Perform performance management module was initially configured in 2023 but has not yet been deployed organization-wide.
NEOGOV will assist Human Resources in structuring the module validating workflows and system settings, and training administrators and managers to support a successful citywide rollout.
All consulting sessions will be conducted virtually and recorded, giving Human Resources staff ongoing reference materials and reducing the need for future consulting engagements.
This amendment also adds Single Sign-On (SSO) to the City's NEOGOV platform. SSO enables staff to access NEOGOV using their existing City network credentials, centralizing authentication, strengthening account security, and streamlining the login experience. SSO is provided as a recurring subscription that runs conterminous with the City's current NEOGOV licensing through June 30, 2029, along with a one-time setup in the first year.
Pricing for both the professional services and the SSO subscription is established under cooperative contract #159698.
Staff recommends that the City Council approve the Second Amendment to Pricing Agreement 2021-113B with Governmentjobs.com (NEOGOV) in the amount of $10,179.41, and authorize a contingency of $5,000.00, increasing the total agreement amount from $178,513.40 to a revised not-to-exceed amount of $193,692.81.
FISCAL IMPACT
Funds for NEOGOV are included in the FY 2026/27 Information Systems Administration Budget Account No. 530-5330-453.32-01. Future year costs will be included in the respective fiscal year’s annual budget.

CITY COUNCIL STRATEGIC PLAN FY 2026/27
This recommendation supports the City Council’s Strategic Plan Goal and Objective 5.2 – Technology and City Facilities – Expand and upgrade technology infrastructure to improve network connectivity, digital services, and operational efficiency.
CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that NEOGOV professional services and SSO are not subject to CEQA review because it can be seen with certainty that there is no possibility that software licenses may have a significant effect on the environment.
RECOMMENDATION
1. Find that NEOGOV professional services and SSO is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines; and
2. Authorize the City Manager to execute Second Amendment No. 2021-113B with NEOGOV, in the amount of $10,179.41 plus contingency of $5,000.00 for a total not to exceed amount of $193,692.81; and
3. Authorize the City Manager to negotiate and execute future amendments and agreements with NEOGOV up to the authorized contingency amount.
