Camarillo City Council

AGENDA REPORT
Date: August 12, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Adopt Ordinance No. 2043 Establishing Reduced Speed Limits on Various Streets

BACKGROUND
On July 8, 2026, the Camarillo City Council introduced Ordinance No. 2043 to reduce speed limits on various streets as a result of the 2024 and 2025 speed surveys conducted for a portion of the streets in the City as shown on the Location Map (Attachment 1). The Camarillo City Council also found the Ordinance establishing the speed limits exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines.

Per California Vehicle Code (CVC) §22358.7 (AB 43), Traffic Safety, effective July 1, 2024, a five-mph reduction of the speed limit can be implemented if special circumstances exist, such as proximity to any land or facility that generates high concentrations of bicyclists or pedestrians, especially those from vulnerable groups such as children, seniors, persons with disabilities, and the unhoused.

DISCUSSION
The findings and recommendations of the 2024 and 2025 Speed Limit Programs included speed limit reductions on six roadway segments on three streets, further described In Ordinance No. 2043 (Attachment 2). California Vehicle Code §22358.7 (AB 43) applies for speed limit reduction on five of the six segments. For the sixth segment on Paseo Camarillo from Rosewood Avenue to its western terminus, the surveyed 85th percentile speed of 30 mph allows a posted speed limit reduction from 35 mph to 30 mph under CVC §22358.6 without applying AB 43.

FISCAL IMPACT
There is no budget impact as a result of this action.
